Background

Bosnia and Herzegovina (BiH) is a middle-income country which is still recovering from the 1992-1995 war which had a devastating impact on its human, social and economic resources, leading to enormous challenges of the post-war reconstruction and economic and social recovery. This challenge has been further compounded by the transition towards market economy requiring structural reforms and improved governance. The slow rate of the post-war economic recovery of Bosnia and Herzegovina has been compounded by the negative impacts of climate change on key sectors such as agriculture, energy (hydropower), the environment and, in particular, the frequency and magnitude of flood disasters, which have tripled in frequency in the last decade. BiH is significantly exposed to the threats of climate change but has very limited capacity to address and adapt to its negative impacts, in particular the frequency and magnitude of floods from its major rivers. The Vrbas River basin is characterized by a large rural population comprised of the poorest and most vulnerable communities in BiH, including war returnees and displaced people, with high exposure to flooding and its devastating impacts.

The purpose of this project is to transfer technologies for climate resilient flood management in Vrbas River Basin, UNDP, Bosnia and Herzegovina (B&H) to enable the communities of the Vrbas basin to adapt to flood risk through the transfer of adaptation technologies for climate resilient flood management, upgrade and rehabilitate of the hydrometric monitoring network, develop of a flood forecasting system and early warning system, develop of emergency response plans, and provide training in flood-specific civil protection. The project will work closely with affected communities to introduce climate resilient community-based non-structural measures and provide training to local communities in climate resilient FRM. This will include the introduction of agro-forestry, community-based early warning systems, reforestation and introduction of financial instruments such as index-based flood/natural disasters insurance and credit deference schemes as a means of compensating for flood damages for agriculture.

Objective of the assignment

The main objective of the consultancy is to introduce local agricultural advisors within the Vrbas River Basin (VRB) with flood risk adaptation and mitigation measures and suggest location specific measures to better cope with flood: reduce damage and risk.


Duties and Responsibilities

The expert should work in consultation with and under the guidance and supervision of the Project Manager (PM). Specifically, hisher responsibilities are but not limited to the following:

Assess new approaches to flood risk management in rural areas, including agri-environmental schemes and practices for flood mitigation and adaptation (crop diversification, agri-environmental measures, soil maintenance (erosion, runoff, soil infiltration, drainage ...), land management options, water retentions, insurance, etc.), in general more flood-resilient agricultural methods;
Prepare training curricula and training material in PowerPoint form that includes examples from current agricultural practice and examples/proposals of new approaches and specific measures for flood mitigation and adaptation in agriculture;
Develop a questionnaire to share to participants in order to find out current situation and coping practice in agricultural areas under flood risk;
Implement one day training for agricultural advisors from local communities of VRB Implement follow-up meeting with agricultural advisors, provide results of questionnaire and final recommendations for flood mitigation and adaptation measures in agriculture;
Prepare a final report;
Archive and document all data;
Ensure the timely and effective management of the activities as scheduled.
Deliverables/outputs:

Developed training curricula, PP and questionnaire on agriculture/soil under flood risk for representatives of municipal Agriculture Advisory Service from Vrbas River Basin - 15 Nov 2018; Implemented one day training for representatives of municipal Agriculture Advisory Service - 30 Nov 2018, 50%;
Implemented follow up meeting with representatives of municipal Agriculture Advisory Service: presented information summarized from questionnaire including conclusion and suggestions for more flood-resilient agricultural methods- 20 Dec 2018; Final report on implemented training including questionnaire results, conclusions and suggestions submitted - 10 Jan 2019, 50%;

Znanja i kvalifikacije:
Required Skills and Experience

Education:

PhD in agriculture;
Experience:

Minimum 10 (ten) years of professional experience;
Good understanding and knowledge of flood risk management aspects in agriculture;
Knowledge of flood-resilient agricultural approach, especially soil management in the context adaptation and mitigation of flood risk, considering CC;
Relevant experience in conducting research and trainings in agriculture;
Knowledge of the environmental issues in BiH;
Experience in work with international organizations.
Languages Requirements:

Fluency in BHS language is required for this assignment.
Technical criteria:

Good understanding and knowledge of flood risk management aspects in agriculture - Weight: 20%, Maximum points: 20;
Knowledge of flood-resilient agricultural approach, especially soil management in the context adaptation and mitigation of flood risk, considering CC - Weight: 30%, Maximum points: 30;
Methodology (document which contains brief explanation on approach to conduct the work), or sample of previous document/strategy/paper done by the consultant - Weight: 30%, Maximum points: 30;
Knowledge of the environmental issues in BiH - Weight: 20%, Maximum points: 20;
Financial criteria: Weight: 30%, Maximum points: 30.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight-70%
* Financial Criteria weight- 30%
Only candidates obtaining a minimum of 50 point would be considered for the Financial Evaluation.
