Bosnia and Herzegovina is facing an intricate set of development challenges, including economic decline, high unemployment, growing poverty and socio-economic inequalities. The complex administrative structure has led to political deadlocks, while slow legislative processes further hamper development. There is limited progress in finding political compromise on necessary reforms, including those required for integration to the European Union (EU). Many constraints persist on the economy, including poor infrastructure and a generally unattractive investment climate.

Placed within such a complex environment, local governments (LGs) have monotype competences, despite considerable differences in their size. LGs design integrated strategies, where social, economic, and environmental sectors are inter-connected to produce sustainable results. Nearly 30% of LGs have begun to apply an integrated municipal management approach. Yet, deficiencies in decision-making, internal management and organisation, policy and regulatory frameworks, as well as inadequate operational capacity hamper effective policy delivery.

Both finances and priority wise, water and environmental sanitation services are the most important LG services. More than 40 % of the country population of 3.8 million lacks access to safe water, with less than 40 % connected to the public sewerage system. Water losses frequently amount to more than 50 %, leading to overexploitation of water sources and high distribution costs. Water tariff levels are often too low to cover operation and maintenance, let alone enable capital investments. Further support to LGs and water utilities in cooperation with sectoral ministries at entity and cantonal levels is needed to increase service delivery management capacity and accountability through regulatory frameworks, ensuring functional and fiscal compliance across jurisdictions. Increasingly frequent floods and droughts adversely affect local service delivery, pointing to the lack of disaster risk reduction (DRR) policies and measures.

Because LGs are the intersection through which most business creation flows, their role is instrumental in creating a business-conducive environment and stimulating economic growth. Despite positive experiences, including pilot certification of “business-friendly” certification, LGs in Bosnia and Herzegovina still lack sound economic expertise and tools to engage in productive public-private dialogue and increase investment attractiveness of their localities through viable business infrastructure, support to employability and local entrepreneurship.

To address these challenges, the Municipal Environmental and Economic Governance (MEG) Project has been launched, supported by the Government of Switzerland and implemented by UNDP. The Project will support democratic local governance and improve quality of public services, focusing on the economic and environmental sectors. Together with its 18 partner local governments, private sector counterparts, relevant cantonal, entity and state level institutions, the Project will enhance municipal performance, applying sound public policy and management processes, spurring interaction among local decision-makers and citizens, and supporting capital investment to unlock sustainable economic growth and job creation. As for its geographic coverage, the MEG Project will work in the area of Una-Sana Canton and Prijedor, as well as in the wider Doboj-Tuzla region. To sustain changes introduced at the local level, the Project will encourage advancement of the regulatory framework as per EU standards, towards decentralized and improved service delivery, with focus on communal services and business environment. The expected overall duration of the Project is 12 years, while the first phase will last four years.

Duties and Responsibilities
Under the direct supervision of the Project Manager, the Local Governance Officer will have the following key functions:
Lead and steer the design, implementation and quality assurance of the Project assistance for partner local governments:
– Set and steer the overall strategy, approach and delivery of the governance activities within the Project, against global best practices and abreast with European Union standards and approaches;
– Guide the relevant Project team and provide quality technical advice in the affirming of a performance management system within partner local governments, as well as propose scaling-up mechanisms;
– Lead and monitor the design and affirmation of good governance benchmarks within partner local governments, as well as country-wide;
– In cooperation with the Project Economic Officer, design and steer the delivery of the comprehensive technical support aiming to improve business enabling environment, as well as regularly monitor and capture progress and achievements within partner local governments;
– Provide expert advice, guidance, support and oversight to local government officers throughout the process of introducing new tools and solutions aimed at improving economic governance, business services and environment, and quality of service delivery;
– Design and oversee the Project’s efforts to strengthen the legislative capacity of Municipal Councils and their interaction with the mayors/administrations;
– Help design tools that will aid local governments in the process of delivery of business incentives and employment-conducive measures;
– From the local governance and quality service delivery viewpoint, provide technical support and contribute to the improvement of relevant entity/cantonal/municipal regulatory framework;
– Identify, in coordination with local governance officers, regulatory and operational trends at the local level, and produce solution-based analytical report and recommendations;
– Support productive interaction between citizens and local governments, and oversee the conduct of annual citizens satisfaction surveys;
– Together with field local governance officers, coordinate the work of selected service providers;
– Encourage and support knowledge sharing, exchange of experience and partnership building in the course of Project implementation;
– Review results and monitor performance of Project goals in the area of local governance, as per the Project M&E plan and logical framework;
– Support sharing and scaling-up successful approaches in the broader UNDP local governance team.

Steer the overall Project on-budget support to partner local governments and manage the Project’s infrastructure component:
– Lead the design, delivery and monitoring of result-oriented on-budget support to partner local governments;
– Ensure meaningful synergies between capital investments of the Project and such planned by other UNDP-implemented local level interventions;
– Oversee the design and implementation of Project-set performance criteria across all partner local governments, monitoring progress against set targets;
– Manage the annual performance assessment of local governments, serving as entry point for determining the on-budget support for infrastructure projects;
– Oversee the identification of critical economic and environmental infrastructure projects originating from local strategies to be supported through on-budget support provided by the Project;
– Prepare analytical reports capturing lessons learnt and development effects from the on-budget support across the Project area of responsibility;
– Prepare relevant ad-hoc and periodic thematic reports.

Pro-active support to partnerships, networking and advocacy in the Project implementation, as well as in the broader UNDP local governance/local development programme:
– Capture and ensure wide promotion and visibility of Project achievements, particularly with regard to local success stories;
– Encourage inter-municipal cooperation across the Project area;
– Ensure regular communication and coordination with Project counterparts and develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
– Encourage active participation of all stakeholders in order to promote empowerment and ownership of local counterparts and stakeholders;
– Maintain regular interaction with local governance interventions implemented by the international community;
– Contribute to knowledge sharing among the wider local governance thematic team within UNDP.

Required Skills and Experience
Education:

Advanced university degree in public administration, engineering, development studies, economics, political sciences, social sciences, or other related areas;
BA degree with additional two years of working experience may be accepted in lieu of the advanced university degree
Experience:

At least three years of relevant working experience in the areas of local governance, local development, capacity development of local governments in Bosnia and Herzegovina;
Knowledge and expertise in the area of economic governance and local business enabling environment;
Understanding of the overall political, administrative and institutional set-up of local government in Bosnia and Herzegovina;
Understanding of development trends in Bosnia and Herzegovina;
Familiarity with key public documents, strategies and trends related to capacity development of local governments in Bosnia and Herzegovina.
Language Requirements:

Fluency in English and in official languages of Bosnia and Herzegovina.
