Bosnia and Herzegovina is facing an intricate set of development challenges, including economic decline, high unemployment, growing poverty and socio-economic inequalities. The complex administrative structure has led to political deadlocks, while slow legislative processes further hamper development. There is limited progress in finding political compromise on necessary reforms, including those required for integration to the European Union (EU). Many constraints persist on the economy, including poor infrastructure and a generally unattractive investment climate.

Placed within such a complex environment, local governments (LGs) have monotype competences, despite considerable differences in their size. LGs design integrated strategies, where social, economic, and environmental sectors are inter-connected to produce sustainable results. Nearly 30% of LGs have begun to apply an integrated municipal management approach. Yet, deficiencies in decision-making, internal management and organisation, policy and regulatory frameworks, as well as inadequate operational capacity hamper effective policy delivery.

Both finances and priority wise, water and environmental sanitation services are the most important LG services. More than 40 % of the country population of 3.8 million lacks access to safe water, with less than 40 % connected to the public sewerage system. Water losses frequently amount to more than 50 %, leading to overexploitation of water sources and high distribution costs. Water tariff levels are often too low to cover operation and maintenance, let alone enable capital investments. Further support to LGs and water utilities in cooperation with sectoral ministries at entity and cantonal levels is needed to increase service delivery management capacity and accountability through regulatory frameworks, ensuring functional and fiscal compliance across jurisdictions. Increasingly frequent floods and droughts adversely affect local service delivery, pointing to the lack of disaster risk reduction (DRR) policies and measures.

Because LGs are the intersection through which most business creation flows, their role is instrumental in creating a business-conducive environment and stimulating economic growth. Despite positive experiences, including pilot certification of “business-friendly” certification, LGs in Bosnia and Herzegovina still lack sound economic expertise and tools to engage in productive public-private dialogue and increase investment attractiveness of their localities through viable business infrastructure, support to employability and local entrepreneurship.

To address these challenges, the Municipal Environmental and Economic Governance (MEG) Project has been launched, supported by the Government of Switzerland and implemented by UNDP. The Project will support democratic local governance and improve quality of public services, focusing on the economic and environmental sectors. Together with its 18 partner local governments, private sector counterparts, relevant cantonal, entity and state level institutions, the Project will enhance municipal performance, applying sound public policy and management processes, spurring interaction among local decision-makers and citizens, and supporting capital investment to unlock sustainable economic growth and job creation. As for its geographic coverage, he MEG Project will work in the area of Una-Sana Canton and Prijedor, as well as in the wider Doboj-Tuzla region. To sustain changes introduced at the local level, the Project will encourage advancement of the regulatory framework as per EU standards, towards decentralized and improved service delivery, with focus on communal services and business environment. The expected overall duration of the Project is 12 years, while the first phase will last four years.

Duties and Responsibilities
Under the direct supervision of the Local Governance Officer, the Local Governance Field Officer will have the following key functions:

Coordination and implementation of Project support packages for partner local governments in the designated area of responsibility:

Assists with the design and setting in function of a comprehensive performance management system in partner local governments;
Provides technical advice, guidance and support to local governments in the process of introducing new tools and solutions aimed at improving economic governance, business services and environment, and quality of service delivery;
Supports the Project’s efforts to strengthen the legislative capacity of Municipal Councils and their interaction with the mayors/administrations;
Provides support to local governments in the process of delivery of business incentives and employment-conducive measures;
Identifies and supports regulatory changes at the local level, from viewpoint of economic and environmental governance and good municipal performance;
Facilitates and support productive interaction between citizens and local governments, as well as the conduct of annual citizens satisfaction surveys;
Pro-actively promotes and supports local governments to introduce and apply good governance benchmarks in their work;
Coordinates the work of selected service providers, to include acting as conduit and facilitator between contract agents and designated municipal authorities;
Organizes field project events, to include training exercises, workshops, meetings and roundtables in the designated area of operations, providing oversight and ensuring quality of delivery;
Provides the Local Governance Officer with substantive data inputs based on project experiences and monitoring of progress against set targets;
In his/her designated area of responsibility, supports strengthening of water-and-economic-sector professional organizations to act as knowledge and advocacy hubs for sector-specific improvements in the relevant legislative frameworks;
Encourages and supports knowledge sharing, exchanges of experience and partnership building across the designated area of responsibility through regional thematic networking events and other activities;
Duly collects data and all relevant information at the local level, so as to contribute to measurable review of results and longer-term Project effects, as per the Project M&E plan and logical framework;
Supports sharing and scaling-up successful approaches in the broader UNDP local governance team.
Assistance with the selection, design and implementation of infrastructure projects in targeted locations:

Contributes to design and promotion of the Project-set performance criteria within partner local governments and monitors regularly progress against set targets;
Supports the annual performance assessment of local governments, serving as entry point for determining the on-budget support for infrastructure projects;
Assists in the identification of critical economic and environmental infrastructure projects originating from local strategies to be supported through on-budget support provided by the Project;
Provides support in the development of project proposals and the necessary technical documentation, including pipeline projects (focus on economic infrastructure);
Provides quality assurance, oversees and reports against the implementation of MEG-funded infrastructure projects in target localities;
Prepares analytical reviews and systematically captures lessons learnt and development effects from the on-budget support;
Provides assistance to partner local governments to access public/other types of funding and implement priority projects originating from integrated local development strategies;
Provides partner local governments with information on public financial mechanisms supporting local development in BiH, and supports, in close cooperation with the Project team, the efforts geared towards linking public funding institutions or mechanisms with local strategies and their strategic priorities;
Prepares relevant ad hoc and periodic reports related to the implementation of this function within the region.
Pro-active support to partnerships, networking and advocacy in the Project implementation, as well as in the broader UNDP local governance/local development programme:

Captures and ensures wide promotion and visibility of Project achievements, particularly with regard to local success stories;
Encourages inter-municipal cooperation within the target area;
Ensures regular communication and coordination with Project counterparts and develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
Encourages active participation of all stakeholders in order to promote empowerment and ownership of local counterparts and stakeholders;
Contributes to knowledge sharing among the wider local governance thematic team within UNDP.

Required Skills and Experience
Education:

Master degree in business, economics, development, political sciences, engineering and other relevant area;
University degree with additional two years of experience may be taken into the consideration in lieu of the Master degree
Experience:

At least three years of relevant working experience in the areas of local governance, local development, capacity development of local governments in Bosnia and Herzegovina; knowledge of and previous experience in the duty station region is a distinct asset;
Knowledge and expertise in the area of economic governance and local business enabling environment;
Understanding of the overall political, administrative and institutional set-up of local government in Bosnia and Herzegovina;
Understanding of development trends in Bosnia and Herzegovina;
Excellent communication and networking skills, as well as ability to effectively interact with governmental, private and civic stakeholders
Familiarity with key public documents, strategies and trends related to capacity development of local governments in Bosnia and Herzegovina.
Language Requirements:
