Background
Purpose
The purpose of this Consultancy is a threefold assistance and includes M&E database maintenance, Development of additional project reporting systems and design of comprehensive publication database. Project has established comprehensive excel database (M&E tool/platform) aimed to enable automatization of the M&E process that needs to be maintained and upgraded with addition reports which is related to first two angles of the consultancy purpose. The final aspect of the consultancy purpose is related data organization that project has gathered so far through different researches conducted and now it needs to be systematized. This third segment of the purpose is aimed towards better knowledge management and enabling distribution of knowledge products prepared through project.
Objective
The main objective of the Consultancy is to review the M&E tool/platform and correct any eventual errors, enable additional reporting from database (MZ level reports, LG level reports, Entity level reports and BiH level reports respecting gender segregated date in each report) and classification and organization of vast data collected through three different researches conducted under project.
Background information
The Strengthening the Role of Local Communities / Mjesne Zajednice in BiH Project launched in July 2015 is a joint initiative of the Government of Switzerland and the Government of Sweden, implemented by the United Nations Development Programme (UNDP) in BiH. The overall project objective is contribute to better quality of life of BiH citizens through increased democratic participation and accountability, enhanced local services and infrastructure and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalizing community government by MZs, as the places where government comes closest to the people and as grass-roots organizations that serve communities of around 1,000 people, with the possibility for real participation and joint action. The three specific project outcomes are:
Outcome 1: Citizens and governments are committed to realize the jointly agreed upon new inclusive and gender-sensitive vision of MZs in BiH, as foundation for more participatory and accountable local governance in BiH.
Outcome 2: Pro-active, capacitated and inter-connected MZs contribute to downward responsiveness of local governments and improved service delivery.
Outcome 3: A new regulatory framework for functional MZs developed by governments enables more inclusive, gender-sensitive and accountable local governance in BiH.
This Consultancy will contribute to the overall project implementation allowing for follow-up measurable monitoring and evaluation, data analysis and reporting as well as further usage of the data collected through various project activities.
SCOPE OF WORK
MZ project have many activities being implemented in the short period resulting in vast variety of inputs. It is necessary to ensure timely and adequate follow up of all outputs and achievement as well as proper knowledge management of the acquired inputs and produced project outputs. Maintenance and adjustment of the M&E tool/platform is one segment that need to reflect constant improvements and adjustment of the project activities. The platform/tool needs to be aligned with changes as well as to produce reports that are notable reflection of the project achievements. Therefore, the M&E platform/tool needs to be adapted to the new circumstance especially in terms of reporting and presentation of the collected data. On the other hand, three major researches have been conducted in past period: citizen survey, Regional review of local communities functioning and Bassline research. Each of these researches gathered significant data that could be used beyond its original purpose as stipulated in project document. Therefore, MZ project intends to, through this consultancy service, make data multilingual (BSC and English) index it and sort it to be available for other purposes and even to offer it to partner and counterparts when needed. Therefore, scope of work is related to maintenance of M&E tool/platform, upgrade of that platform and development of the system for categorizing, standardizing and indexing of three different databases and produced report as a knowledge management tool. The scope is divided into three main responsibilities and 7 deliverables described below.
Duties and Responsibilities
Under the direct supervision of the Project Manager and overall guidance of the Senior Programme Coordinator/Sector Leader, and in interaction with the Project team, the Consultant will carry out the following three tasks:
Maintenance of the exiting excel database that serves as a M&E platform in relation to cleaning error inputs broken links and other operation. This also include all necessary new programing in order for the monitoring tool/platform to full produce all outputs as designed at current stage. This stage is necessary to ensure up to date functioning of the platform.
Upgrading of the current M&E platform with three different sets of reports that will enable more in depth analysis of the collected data. Precisely, data collected in M&E platform/tool has 2 different levels: Local communities and LGs and is originating from all around Bosnia and Herzegovina. For the reporting purposes, it is necessary to extract data on each government level and be able to present data collected over the certain period of time and on any given level. MZ project works with 125 MZ and 23 LGs and therefore automatic report for each should be developed in excel with option to easily change time frame of the reporting period and that each report respects gender segregated data as well as dividing of socially excluded and included beneficiaries affected by the project on each of these levels. In the same manner two additional reports should be prepared for the entity level and final one for the state level.
Preparation of the data management system, indexing and sorting of the collected data through there major researches. Three major researches have been conducted in past period: Citizen survey, Regional review of local communities functioning and Baseline Research. There is significant amount of wide variety of raw data collected through these processes. It is necessary to make this data bi-lingual since some of it is in English and some is in local languages (BSC). Than the data needs to be standardizes as much as possible and indexed. Therefore, under this responsibility consultant needs to translate variables in mentioned databases along with additional analysis and triangulation of databases in the Knowledge management system.
The Contractor is responsible for the following deliverables:
Existing Excel M&E tool/platform analyzed and cleaned all programmed functions operational - 15th March 2017(up to 5 days);
New programing of the M&E tool/platform undertaken in relation detected needs and as a response to detected programmatic faults - 31st March 2017 (up to 10 days);
Three new reporting templates incorporated into existing M&E platform and Project team trained in relation for usage of the produced templates - 15th May 2017 (up to 10 days);
150 automatized reports prepared using data collected in M&E tool/platform - 15th June 2017 (up to 10 days);
Three existing databases translated to English and vice versa and thus enabled wide usage of the data collected - 31st July 2017(up to 10 days);
Documentation and instruction related to Knowledge management system developed and submitted to Project team - 15th August 2017 (up to 10 days);
Additional analysis and triangulation of that databases in the Knowledge management system undertaken and service report submitted - 30th September 2017 (up to 5 days).

Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
a) Responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
