Purpose
The purpose of the consultancy is to contribute to strengthening of project management capacities within the local governments supported by the LID project (Banja Luka, Bijeljina, Doboj, Gradiška, Maglaj, Odžak, Orašje, Prijedor, Srebrenik, Šamac, Tuzla i Žepce) .

Objective

This consultancy will contribute to the effective implementation of local development strategies of selected local governments (LGs) through providing training to participants in designing concrete project proposals for priority projects that originate from local development strategies. In this regard, one local consultant (hereinafter the Consultant) will be engaged.

Background Information

The consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union and co-funded and implemented by United Nations Development Programme (UNDP) in Bosnia and Herzegocina (BiH). As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the LID Project has an overall objective to raise the standards of living, and improve social cohesion in Bosnia and Herzegovina through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID will work with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main beneficiaries of the project are 21 local governments, 30 MSMEs and 300 rural households, 50 civil society organizations and grass-root citizens’ groups in target communities, 5,000 members of socially excluded and vulnerable groups, and 3 relevant higher government level institutions. The main partners are the BiH Ministry for Human Rights and Refugees and the two entity governments.

Duties and Responsibilities
The consultant is firstly expected to provide the assessment of potential participants’ capacities relating PCM. In order to conduct the assessment, the Consultant will prepare a questionnaire for the participating LGs. Based on findings, the Consultant will review and adjust the existing PCM training programme so as to reflect the existing funding opportunities for LGs and deliver it to LG teams along with technical support in designing logical frameworks for identified priority projects from local development strategies. Prior to those activities, the LID team will collect three priority project proposals per LG, out of which one will be selected for each participating LG. The training programme is to be delivered as a practical four-day learning event divided in two two-day modules for two training groups and up to twenty local government practitioners. Due to the complexity of the training programme and exercises, logistical support for the training delivery will provided by the LID.
The entire service will be delivered in the official languages in BiH.

The expected timeframe for the service is November 2017.

The Consultant is expected to deliver the Training Programme on PCM to the partner LGs.

This will entail the following tasks:

· Adjustment of the existing training programme;

· Delivery of the training;

· Reporting.

The consultancy is divided into 4 principle tasks, as follows:

Task 1 – Review of the relevant documents and preparation for the training:

Since LID project would like to support the preparation of project proposals based on the ideas originating from existing local development strategies, the Consultant will review and adjust the existing PCM training curricula for LGs in order to:

· Ensure focus on the topics, such as: problem analysis, development of logical framework and budgeting;

· Provide a practical approach to training delivery as to enable the participants to develop their concrete project ideas in a form of Logical framework and budget.

Additionally, the Consultant will design a homework exercise for the participants to complete in between 2 training modules.

The time foreseen for this task is 3 days.

Task 2 – Delivery of the training:

The Consultant is expected to deliver the adjusted training programme to the employees coming from the partner local governments that are directly involved in the process of preparation of project proposals. It is to be delivered to 2 training groups for up to 20 participants per group. The 4-day training will be organised in 2 modules (2 x 2 days), with the period of minimum one week in between the modules.

Since the participants will work on the real project ideas (originating from their existing developed local strategies), the Consultant will support them in development of logical framework and budgeting.

The Consultant shall design a homework exercise for the participants to work on in between 2 training modules.

It is expected that at the end of the 4-day training, the participants will have developed the logical framework and simplified budget for their project ideas evaluated and commented by the Consultant.

The training programme should be delivered by using an interactive learning methodology, encouraging participants to join discussions freely and to work in groups.

The Consultant will prepare and compile a comprehensive training pack for the participants, including all relevant supporting materials (agenda, presentations, handouts, group exercises, reference materials, evaluation forms, etc.). The training programme and relevant materials will be approved by LID team.

The Consultant will be required to organize his/her own travel arrangements to the selected training location (potentially Banja Luka and Teslic).

Due to the complexity of the training programme, the training delivery will be done by the Consultant with the support from designated LG field officers and with logistic assistance of UNDP BiH, based on the Consultant’s work plan and the agreed schedule.

After training delivery, an evaluation will be carried out by the Consultant, covering contents and training methods applied, and presented to UNDP BiH.

The time foreseen for this task is 8 days.

Task 3 – Reporting:

Upon the completion of the training delivery, the Consultant will prepare a final report that will include, but will not be limited to: training goals and results achieved, number of trainees, analysis of pre-and after training knowledge, lessons learned and recommendations, training performance evaluation, FAQs sheet, etc. All data presented should be segregated by gender. The draft report should be submitted to the LID Project Team, in English language (MS Word electronic version), and the final version must take in consideration all its comments.

The time foreseen for this task is 1day.

Deliverables and timeliness

The Consultant is responsible for the following deliverables:

· Existing training programme adjusted in accordance with the training results to be achieved – End of October 2017, (3 days);

· 4-days PCM training delivered to 2 groups of local government practitioners – October – mid November 2017, (8 days);

· Final report on training delivery submitted – End of November 2017, (1 day);

Required Skills and Experience
Education:
· University degree in economics, public administration or a relevant field.

· Sound expertise and previous practical experience in the domain of project cycle management;

· Proven training skills and ability to moderate complex groups;

· Excellent communication skills.

Language requirements:

· Fluency in English and in the official languages in BiH.

Other:

· Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%
