UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.
Working in close cooperation with a variety of partners such as the government, civil society and international partners across the country, UN Women CO BiH is involved in the following activities:
· Promoting Gender Responsive Policies
· Advancing the Implementation of UN Security Council Resolution 1325 on Women, Peace and Security
· Ending Violence against Women and Girls
· Working for survivors of conflict related sexual violence in Bosnia and Herzegovina

Twenty years after the end of the war, the legacy of the conflict continues to challenge the development of the country and hinders reconciliation among people of BiH and the region. This particularly affects the most vulnerable who do not possess the means to navigate the complex institutional system connected with the post conflict framework and the Dayton Peace Accords. The scarce advancements with regard to the judiciary, therefore, pose a problem not only to address past crimes connected with the conflict, but also limit the right and equal access to justice of the most vulnerable today. With this challenge in mind, the United Nations Development Programme (UNDP) is supporting the projects aiming to reinforce the judiciary, ensure equal and enhanced access to justice and improve the efficiency and quality of the system to address both past and present cases. These projects are combined with the efforts to increase access to justice with capacity support to the national human rights institution, and including several components that will benefit not only victims from the conflict, but the population in general, with specific attention to the most marginalized and often socially excluded and stigmatized.

Gender based violence and sexual violence in conflict are often subjected to stigma from society which makes the survivors of these crimes reluctant to come forward and seek their rights. Prejudice around these phenomena pertain in almost every society. In order to combat the existing stigma and raise the knowledge and awareness of society about the causes and consequences of gender based violence and sexual violence in war, UN Women and UNDP are focused on providing different educational activities for students at universities around BiH. Under the Seeking Care, Support and Justice for Survivors of Conflict-Related Sexual Violence in Bosnia and Herzegovina project, implemented by UNFPA, UNDP, IOM and UN Women in BiH, one area of work is the fight against stigma. Thus, UN Women and UNDP seek to develop lecture modules on several topics around gender based violence and conflict related sexual violence and bring about a feminist critique of existing social constructs and norms accepted in society. The module should target people of university age.

DEVELOPMENT OBJECTIVE
The development objective underlying the proposed consultancy is the critical review of existing norms which accept and perpetuate gender based violence as a phenomenon which culminates in time of war. Thus, the consultancy should contribute to critical overview and thinking with young people around the subjects of gender based violence, their causes and consequences, with a special focus on sexual violence in conflict. Thus, the two agencies are looking for a lead consultant to oversee the development of five modules in the following areas:

1. gender equality and international framework,

2. feminist theory review of gender based violence

3. legislative framework regulating gender based violence in BiH, and right of survivors,

4. feminist theory review of conflict related sexual violence

5. rights of survivors of conflict related sexual violence under international law.

Apart from overseeing the development of the modules, the lead consultant will also work on developing modules which she/he holds competencies for and hold a series of lectures on the five modules at public universities throughout the country to second year undergraduate students and up. The work of the lead consultant will be supplemented by the work of another consultant competent to cover the topics which the lead consultant does not hold expertise for. The preferred division of tasks between the two consultants is to have one to work on GBV related modules, and the other on CRSV, by making sure that links between the two are created wherever possible.

The modules should be flexible enough to be able to give lectures on one or two topics, instead of all five, if necessary. The number of hours within each module will be decided upon by the two consultants in cooperation with UN agencies.

Duties and Responsibilities
The specific objective of this consultancy is:
· Oversee and take part in the development of modules on:

1. gender equality and international framework,

2. feminist theory review of gender based violence

3. legislative framework regulating gender based violence in BiH, and right of survivors,

4. feminist theory review of conflict related sexual violence

5. rights of survivors of conflict related sexual violence under international law.

· Hold at least three series of lectures on the five modules in public universities around BiH to second year undergraduate students and up together with the consultant covering the accompanying topic;

· Identification of additional topics which might be integrated in the next phases of work.

OUTPUTS

The lead consultant is expected to deliver the following outputs:

· Oversee the development of modules and holding of lectures on all topics stated

· Develop educational module in the field of her/his expertise

· Hold lectures together with the consultant covering the accompanying topic

· Coordinate the work and report to UN Women and UNDP

ACTIVITIES AND TIMEFRAME

The lead consultant will be expected to complete the following tasks within the indicative timeframe:

The consultancy will last 30 days over the period 25nd of February 2016 to 15 of February 2017.

Required Skills and Experience
Academic Qualifications:
· At least Master’s Degree in social sciences. Master’s degree in gender studies as well as PhD in social sciences will be considered a strong asset.

Skills and Experience:

· At least 5 years of academic research experience in gender based violence and/or conflict related sexual violence;

· Experience in developing modules for lectures, trainings etc on gender based violence and/or conflict related sexual violence;

· Experience in academic lecturing on gender based violence and/or conflict related sexual violence;

· Knowledge of trends in research on this topic, following new international standards and critical reviews of the topics;

· Excellent understanding of feminism, gender based violence, conflict related sexual violence and similar.

EVALUATION OF OFFERS

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

· responsive/compliant/acceptable, and

· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 % of points in the technical evaluation – documents based will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation – documents based) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 50 % points in the interview. All other price proposals receive points in inverse proportion.

Criteria:
Technical Evaluation – documents based (40%)

Tehnical Evaluation – interview based (40%)

Financial Evaluation (20%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.

Please note that travel costs and accommodation cost should be covered by the consultant and included in the financial offer.
