Background
IT Girls Initiative is a joint initiative of UNDP, UNICEF, and UN Women that aims to increase the number of girls and women with digital skills in Bosnia and Herzegovina, thus contribute to their economic empowerment, as well as challenge the gender stereotypes related to the choice of career. The focus of UNDP is on nurturing digital skills and providing access to technology to girls and women through free of charge nonformal education, with special focus on marginalized groups. UNDP implemented activities under the IT Girls Initiative are part of the Economic Governance for Growth (EGG) Project (2018-2021) which is primarily funded by the Government of the Kingdom of Norway and partially funded by Swedish International Development Cooperation Agency (SIDA).

The main purpose of this consultancy is to support implementation of IT Girls Initiative, including: 1) coordinating the design of an interactive educational simulation game as a real-life-like practical training for novice entrepreneurs, 2) organizing at least three #PostaniITGirl trainings in web development enabling participants to develop web application projects corresponding to their business or digital product ideas, and 3) supporting marking of at least two important international dates – Arduino Day and EU Robotics Week by promoting successful women, scientists active in STEM areas.

For this assignment, one (1) Consultant will be hired for the total level of effort at up to 100 working days.

Duties and Responsibilities

This consultancy will be delivered under the supervision of the EGG Project Manager and in close coordination with the IT Girls team members at all times. The focus will be on horizontal cooperation since the Consultant will collaborate with the IT Girls within the UNDP and take part in discussions, as necessary, in the UN IT Girls team, as well as interact with other relevant teams such as from the EGG Project, etc.

The Consultant will be expected to perform the below described tasks.

Task 1: Coordinate the design of an entrepreneurship simulation game

The Consultant will coordinate and overview the design of an interactive educational simulation game envisaged as real-life-like practical training for novice entrepreneurs. The main purpose of such a start-up/entrepreneurship game is to simulate a realistic market environment in which an entrepreneur can create a virtual prototype of her future company, can improve her managerial and entrepreneurial skills, gain experience of survival and business development in a competitive environment, make all the typical mistakes without the risk of losing capital. Prior to developing the game, research should be conducted as well as investigation about interest for such a game among the target population (high-school girls 18+, young women with completed secondary education in studies and/or seeking employment and self-employment opportunities). The Consultant is expected to prepare a detailed concept and a roadmap in close cooperation with the IT Girls and EGG Project team. After coordinating the development of the game with the external company (to be hired) and testing phase, Virtual Entrepreneurship Championship for young entrepreneurs will be organized by the Consultant with the support of the IT Girls team.

Task 2: Lead the organization of the #PostaniITGirl trainings in web development

The Consultant will organize minimum three #PostaniITGirl trainings in web development for approximately 30 girls 16 to 18 years old. The training sessions will enable participants to develop good understanding of HTML and CSS programming languages, including basic introduction to Java, and to apply these languages in a concrete web application projects based on their own business idea. The training is also to contribute to strengthening participants’ entrepreneurial and team skills.

Task 3: Support to project management

The Consultant will assist in the preparation of budget and keep track of expenditures. S/he will also conceptualize and lead efforts to mark two important international dates (e.g. Arduino Day and EU Robotics Week), by organizing events and promoting successful women, scientists active in STEM areas, with the participation of IT Super Girls and their mentees. Furthermore, the Consultant will take part in team meetings and provide inputs to IT Girls monitoring and reporting and contribute to the preparation of IT Girls Project progress and other reports, as required by UNDP.

Required Skills and Experience
Academic Qualifications/Education:

University degree in information technology, computer science, economics, administration, data management or related field.
Master’s degree will be considered an asset.
Experience:

At least three years of progressively responsible experience, providing administrative and management support to project implementation and oversight;
Good understanding of economic empowerment of women and new and evolving technologies and digital age;
Experience in budget management and reporting, human resources and consultant management;
Experience in content management, as well as use of web editing tools and social media platforms;
Previous experience within the UN System is an advantage.
Languages Requirements:

Excellent written and verbal command of English and languages of Bosnia and Herzegovina.
Other Requirements:

Excellent computer skills (MS Office applications) and ability to use information technologies as a tool.
Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
