Core Functions/Responsibilities

Under the overall supervision of the IPA II Regional Project Manager and the direct supervision of local IOM mission, the Interpreter / Cultural Mediator / Data Collector provides assistance and support to migrants in cultural exchange, communication and culturally sensitive approach to migration management, and to collect data through direct interviews with selected migrants that will inform the response of humanitarian organizations and national authorities. In particular, the position is expected to fulfill below listed functions.

Required Qualifications and Experience

Education/Training:
University degree in humanities is considered as advantage;
Good knowledge of Bosnian/Croatian/Serbian and Arabic or Farsi or Pashto or Urdu or Kurdish or Turkish languages, spoken by majority of migrants transiting or residing on the territory of Bosnia and Herzegovina.
Experience:
Experience in providing assistance to vulnerable persons and in the provision of protection services;
Experience in liaising with local institutions, communities and service providers;
Ability to draft clearly and concisely;
Good level of computer literacy;
Excellent communication and negotiation skills;
Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.
Required Competencies

The incumbent is expected to demonstrate the following competencies:

Interpreter / Cultural Mediator

Facilitates the communication among migrants, service providers and relevant institutions, located in the teams’ area of responsibility;
Helps migrants at the point of reception, especially vulnerable migrants, women and children;
Inform migrants about accessing health, social protection services and psychological support;
Improve migrants understanding of socio-cultural and legal environment at the host country;
Delivers assistance and protection services to migrants in a culturally sensitive way;
Assist social workers in identifying needs of migrants and refers them to service providers;
Support migrants in accessing integration services and provides practical advice to facilitate orientation in integrating in education and labour market system;
Participates in capacity and staff development activities on regular basis;
Assists technical staff with daily monitoring of works;
Attends meetings of stakeholders in their area of responsibility;
Prepares regular updates and biweekly reports;
Maintains and facilitates communication with other stakeholders in their area of responsibility;
Performs such other duties as may be assigned by supervisor.
Data Collector

Conduct at least 40 Flow Monitoring surveys per week, targeting migrants/asylum seekers at entry, transit and exit points (official centers or unofficial sites, including placed in private accommodation) in a dignified environment, while respecting protection principles, in particular when interviewing persons with specific needs;
Record the responses from the interviewees using paper forms or tablets and upload them in Kobo application;
Liaise with other IOM field colleagues on a daily basis to coordinate the data collection activities;
Inform IOM Sarajevo Focal Points on cases that require referral to assistance services;
Report on weekly basis on the activities conducted and the realities/issues encountered on the ground and make relevant recommendations;
Respect IOM’s Data Protection Principles;
Perform other duties as they might be assigned.
