Purpose
The purpose of the consultancy is to contribute to improvement of local development management (LDM) in target LGs through the strengthening/establishment of effective LDM organizational model as a precondition for systemic strategic planning and implementation of development priorities. The purpose will be achieved through expert assistance to target LGs in conducting participatory analyses of existing LDM functions and recommending the LDM model (structure and functions) that best suits each LG.

Objective

The main objective of this consultancy is to provide support to the Integrated Local Development Project (ILDP) team in conducting analyses of the existing local development management (LDM) systems in 3 ILDP partner local governments (LGs): Citluk, Berkovici and Ravno. The analyses are meant to identify organisational and functional gaps and provide concrete recommendations for introducing/strengthening systematic approach to development management in these 3 LGs.

Background Information

The consultancy is planned within the third phase of ILDP Project, a joint project of the Government of Switzerland and UNDP, aimed at further strengthening of development management system in Bosnia and Hercegovina. The project is implemented in partnership with the BiH Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).
Within its support package, the ILDP will assist up to 11 new partner LGs firstly, to prepare their development strategies in line with the MiPRO standardised approach and secondly, to strengthen their implementation capacities. However, systematic approach to strategic planning and implementation of development strategies requires that LGs have local development management functions adequately situated in a “central/coordinating” LDM unit and other LG departments. In this regard, the ILDP will provide consultancy support to target LGs to strengthen/establish adequate LDM models.

Duties and Responsibilities
For this consultancy assignment, one (1) consultant will be hired for the target cluster consisting of three municipalities (Citluk, Berkovici and Ravno).
The maximum Consultant days per one cluster is 21 days.
More concretely, the Consultant will be expected to perform the following tasks:

Task 1 – Desk work: Review the existing relevant theoretical framework, LGs inputs and ILDP guidance on local development management and prepare a work plan:

As part of the preparatory work, the Consultant is first to familiarize herself/himself with the MiPRO – the standardised Methodology for Integrated Local Development Planning in BIH (http://www.ba.undp.org/content/bosnia_and_herzegovina/bs/home/library/poverty/methodology-for-integrated-local-development-planning-in-bosnia-.html ) as well as with the “Analysis on organizational modalities for establishment of local development management functions within local administrations in BiH” to be provided by the ILDP. Particular attention should be given to key challenges and issues that BiH LGs face when it comes to integrated LDM (from planning to implementation, monitoring and evaluation). Further attention should be given to minimum functions, structures and processes that make up enabling environment for LDM, with a particular emphasis on interaction among different LDM actors.
As part of detailed preparation, the Consultant should also review the ILDP brief guidance on provision of LDM technical assistance (proposed steps and tools). Also, within the guidance the Consultant should review the generic/brief LDM report, which will allow for easier understanding of key expected results. However, for the LDM report preparation, the Consultant will be provided with recommended report structure. In addition, the Consultant will be provided with LDM report examples from FBiH/ RS LGs, to review how LDM function/job descriptions were elaborated and how the report annexes were organized.
When it comes to target LGs documents, the Consultant should review the following documents:

· Relevant part of the existing local development strategy (where applicable) related to organizational aspects of strategy; implementation and monitoring;

· Existing LGs rulebooks on internal organization;

· Other formal decisions and acts that LGs may provide for this purpose.

The reference materials, guidance and LGs documents will be shared with the Consultant by the ILDP.
Following the review of described inputs, the Consultant will prepare the work plan for ILDP’s validation.
Task 1 requires an estimate of up to 3 working days per Consultant.

Task 2: Assessing the existing LDM functions and preparation of report with recommended LMD organisational modality for target LGs:

Based on preparatory work described under Task 1, the Consultant will prepare the LDM assessment tools and brief notes/initial findings to be used during the participatory assessment in target LGs.
The assessment of existing LDM functions will be conducted through meetings with mayors, departmental managers and 1-2 key local development practitioners in each LG. The meetings should be structured in a way that the Consultant firstly explains the purpose, steps and expected results of technical assistance. In addition, the Consultant should briefly present and discuss generic LDM modalities to familiarise LG representatives with possible options and collect initial feedbacks.
The assessment meetings will be scheduled by ILDP. The meetings venues and dates will depend on LGs availability and will be timely communicated by ILDP with the Consultant.
After conducted LDM assessments, the Consultant will analyse findings and, if necessary, seek further information or clarifications from target LGs through electronic means (email, telephone). The assessment findings reflected in the assessment tool (evaluation matrix) together with the LDM organisational modality proposal (that LDM assessment reveals as suitable for LG) will be electronically shared with LGs and ILDP team for comments/validation.
Finally, based on the assessment findings/analyses and obtained feedbacks from LGs, the Consultant will prepare draft analytical report for each LGs. The draft report should reflect the main findings and recommended LDM modality.
Draft report should follow the recommended structure that will be provided to the Consultant by the ILDP within Task 1. The maximum number of pages per report should not exceed 20 pages (excluding annexes).
Draft LDM reports, prior to their sharing with target LG, will be submitted to ILDP for validation.
Task 2 requires an estimate of up to 11 working days/Consultant.

Task 3: Presentation of LDM reports to target LGs, obtaining their feedback and report fine-tuning:

Following the validation of LDM reports by the ILDP, the Consultant will present draft reports to each LG through meetings with mayor, departmental managers, 1-2 key practitioners that work on local development matters. The Consultant will prepare brief power point presentation on main findings and specifics of the proposed LDM models. Moreover, the Consultant will initiate preparation of action plans in each LG, which should reflect envisaged activities and timelines for formalisation and operationalisation of the proposed LDM model.
The presentation will be conducted in an interactive manner and will encourage LG representatives to provide critical observations, particularly in relation to the proposed LG model and its applicability in light of existing LG human resources and readiness of LGs leadership to pursue formal changes in LG internal organisation. More specifically, changes and amendments to the rulebook on internal organisation as a formal step to embrace the LDM model in LG administrative set-up are likely to be needed, which may require new employments or transfers of existing staff to the LDM unit as defined in the action plan.
The presentation meetings will be scheduled by ILDP. The meetings venues and dates will depend on LGs availability and will be timely communicated by ILDP with the Consultant.
Upon the presentation of draft reports, the Consultant will leave at least one week for LGs to submit their additional feedback and suggestions, which will be incorporated in the final reports.
The final report sections elaborating LDM functions and specific jobs descriptions (in LDM unit and/or other LG departments), should be prepared as much as possible as ready-made inputs for subsequent changes and amendments of the LG rulebooks on internal organisation.
Final LDM reports, including action plans will be validated by the ILDP and then electronically shared with target LGs.

Task 3 requires an estimate of up to 7 working days/Consultant.

All planned activities for Task 1, Task 2 and Task 3 should be completed within maximum 21 days for the entire cluster, in the period mid-August- end of October 2016.

Deliverables and timelines

The consultant is responsible for the following deliverables:

Task 1 – Review the existing relevant theoretical framework, LGs inputs and ILDP guidance on local development management and prepare a work plan:

· Work plan developed. Mid-August 2017, (3 work days/Consultant);

Task 2: Assessing the existing LDM functions and preparation of report with recommended LMD organisational modality for target LGs:

· Assessment of LDM functions conducted in target LGs, assessment matrix and proposed LDM model shared with/validated by ILDP and LGs;

· Draft LDM report prepared and shared with/validated by ILDP and LGs. Beginning of October 2017, (11 work days/Consultant);

Task 3: Presentation of LDM reports to target LGs, obtaining their feedback and report fine-tuning:

· Draft LDM report reflecting findings and proposed LDM models presented to target LGs, feedbacks from LGs obtained and incorporated in final report;

· Final LDM report, including action plan for LDM model formalisation/operationalisation approved by ILDP. End of October 2017, (7 work days/Consultant);

· Proven analytical skills and ability to conceptualise and write concisely and clearly in the languages of BiH peoples;

· Previous experience in applying MiPRO at local level in BiH is considered an asset.

Language Requirements:

· Fluency in English and the official languages in BiH.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Financial Criteria weight- 30%
