CONTEXT

In the past period, IOM has been working on increasing resilience of both communities and individuals in selected locations against radicalizing influences with the overall objective to prevent violent extremism in Bosnia and Herzegovina (BiH). Through this work, which commenced in October 2015 and continues today, IOM has developed strong relationships with national and local stakeholders, both within the selected communities where it works and amongst the relevant authorities engaged in preventing and responding to violent extremism in the country. In complement to this work, IOM will now support the C/PVE National Coordinator for BiH with developing and eventually rolling-out a “formal referral mechanism for preventing violent extremism in BiH”. In essence, this effort aims to ensure that the relevant organizations, institutions and authorities in BiH are ready to play their respective role(s) in preventing and violent extremism in the country. For this purpose, a model of inter-institutional collaboration has to be developed, based upon existing mandates, capacities and resources as well the BiH context.

OBJECTIVES OF THE CONSULTANCY

The Consultancy offers an exciting opportunity to be part of the initial steps in developing a formal referral mechanism for preventing violent extremism in BiH and has two objectives:

Conduct a mapping of all relevant local, cantonal, entity and state-level governmental as well as non-governmental actors in BiH and their actual and/or potential role in preventing violent extremism; and
Develop an initial options paper for a “Formal Referral Mechanism for Preventing Violent Extremism in BiH” including a proposed process design for the development and roll-out.
Inter alia, the consultant will be expected to focus on the following questions:

What are the relevant governmental and non-governmental stakeholders in BiH when it comes to preventing/countering violent extremism?
What documents (i.e. laws, bylaws) govern the mandates of the relevant stakeholders and what specific role can each actor play based upon it existing mandate?
To what extent do these actors share a common understanding of issues like “radicalization”, “violent extremism”, “preventing violent extremism”?
To what degree are these actors already engaged in preventing/countering violent extremism in BiH and what are their existing capacities and capacity gaps in this regard?
What are international best practices (especially in EU Member States, including experiences of the Radicalization Awareness Network – RAN) regarding formal referral mechanisms relevant for BiH?
What are the prerequisites for an effective formal referral mechanism in BiH and what are key risks and challenges in this regard?
What are, in broad terms, the different options for a formal referral mechanism in BiH and what are their respective advantages and disadvantages?
​METHODOLOGY AND SCOPE OF WORK

The consultant will be expected to carry-out the following work:

A Literature Review: the consultant should review relevant national and international policy and policy evaluations (especially as they relate to EU Member States); expert literature; and available material regarding the prevention of violent extremism in BiH;
Developing Questionnaires for the collection of information from the relevant stakeholders in BiH, which will be determined together with IOM;
Conducting field visits and carry-out stakeholder interviews to gather all information needed to map the relevant actors and their actual and potential roles in PVE;
Drafting a proposal on feasible options for formal referral mechanisms for the prevention of violent extremism in BiH and the process of its development and roll-out in the BiH context;
Presenting the findings of the consultancy to the relevant BiH stakeholders at all levels.
​DELIVERABLES

An Inception report which will outline in detail a fine-tuned methodology based on the consultant’s interpretation of the tasks and deliverables described in this ToR. This will include a literature review, working definitions of key terms, draft questionnaire and a preliminary schedule of visits to stakeholders that could provide relevant information, compiled with IOM guidance;
A concise Mapping brief on the relevant stakeholders on the State-level, Entity and Brčko District, as well as cantonal and local government authorities and non-government actors and their potential or actual contribution to the prevention of violent extremism in BiH including the institutional capacity evaluation for the anticipated needs of those referred;
An Options Paper for a Formal Referral Mechanism for Preventing Violent Extremism in BiH, based upon the mapping exercise, the local political and institutional context and the lessons learned from practice elsewhere, especially in EU Member States. This should include proposals for the process of developing and rolling-out such a mechanism. The Options Paper should focus on initial blueprints and is not expected to go into full details for each option. It should also include an initial risk analysis regarding the different options proposed;
Present the draft Mapping Brief and Options Paper in a validation meeting with all relevant stakeholders and gather their feedback and inputs;
Provide the Final Report consisting of the final versions of documents and findings listed under 1 – 4: inception report, mapping brief, options paper, with incorporated feedback received from the stakeholders.

Znanja i kvalifikacije:
REQUIRED QUALIFICATIONS AND EXPERIENCE

University degree in law, political science, social work or other social sciences, from an accredited university; Master’s/PhD degree will be considered an advantage;
Minimum 10 years of experience in providing high-level expert advice to Governments and/ or working within Government;
Minimum 5 years of experience in the field of preventing/countering violent extremism or criminal justice/probations systems or disarmament, demobilization and reintegration programs with prior work on or in formal referral mechanisms a pre-requisite, preferably in an EU Member State;
Proven track-record in drafting policy proposals that are at once comprehensive, coherent, and operationally feasible and/or leading/managing a formal referral mechanism elsewhere;
Previous experience in BiH or other countries in the Western Balkans and/or a good knowledge of the BiH institutional and political context will be considered an advantage;
Fluency in English; knowledge of Bosnian/Serbian/Croatian will be considered an advantage.

Excellent communication skills and proven ability to interact successfully with a wide range of actors on politically sensitive topics and issues;
Proven ability to formulate policy ideas in a clear, concise language;
Ability to function within a team and accept and integrate guidance and advice;
Demonstrated analytical skills on issues related to prevention/countering violent extremism, protection of human rights and institutional assessment;
Creativity in designing and developing workable ideas to address complex problems and
Proven ability to meet deadlines.
