General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
Advanced university degree in law, human rights, political science, international relations, public policy, or equivalent;
Experience in human rights programme development and political analysis, including the production of reports, verbal and written briefings;
Supervisory experience;
Detailed understanding of both the human rights situation in Bosnia and Herzegovina, in particular its institutions and bodies (at all levels of government), and the overall political situation;
Understanding of the work of the OSCE and/or other international organisations in the human dimension in Bosnia and Herzegovina;
Professional fluency in the English langauge, both oral and written;
Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff;
Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information;
Computer literate with practical experience in Microsoft applications.
Desirable:
Working knowledge of the local languages an advantage.
Tasks and Responsibilities
Under the supervision of the Deputy Head, Human Dimension Department (HDD), the incumbent is the principal staff member responsible for the day to day management of the Human Rights Project of the Human Dimension Programme (HDP). S/he is also responsible for providing advice to the Deputy Head, HDD and the Head, HDD on matters related to programme design and implementation, planning and evaluation.
The incumbent supervises up to 16 programmatic personnel, incorporating their activities and projects into the work of the field-based Human Dimension teams in the areas of supporting national human rights protection mechanisms, non-discrimination, and social justice. The incumbent interacts closely with the other Heads of Project to ensure that cross-cutting issues are jointly identified and supported through the activities and analysis of the section. Implementation planning and evaluation is done through regular communication with both the Deputy Head, HDD and the Head, HDD, and the Heads of Field Office to ensure that strategies for pursuing targeted and meaningful reform are identified and acted upon in a timely manner. Specific duties include:
Manages a project dedicated to ensuring that relevant governmental institutions and legislation promote reforms goals aimed at ensuring access to effective remedies, tolerance and non-discrimination as well as social inclusion and sustainability of return;
Oversees ongoing legislative review and revisions, as well as monitoring and reporting on effective implementation of the country’s human dimension commitments;
Ensures close contacts with relevant national human rights institutions, authorities, social protection service providers and civil society groups engaged in the involved thematic areas;
Oversees and coordinates the implementation of the capacity building activities and technical assistance provided to assist the Bosnia and Herzegovina Ombudsman Institution, judiciary, Roma communities and advocates, associations of social workers and social welfare centers;
Oversees and coordinates different efforts within the project aimed at monitoring the selection of beneficiaries of the Regional Housing Programme and improving implementation of Annex 7 to Dayton Peace Agreement;
Provides support in the development and implementation of the project’s budget and human resources planning;
Assists the Deputy Head, Human Dimension Department and the Head, Human Dimension Department with development and strategy formulation;
Liases with international and domestic organizations active in the field of human rights and social inclusion at the working level;
Integrates project evaluation and long-term impact assessment practices into all policy and project work;
Performs other related duties as assigned.
