Context

Under the overall supervision of the Chief of Mission (CoM) in Bosnia and Herzegovina and in coordination with National Resource Management Officer in Sarajevo (RMO), and direct supervision of the Country Emergency Area Coordinator and Emergency Area Coordinator in Una Sana Canton, the Head of Field Office in Bihac will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the Sub-office in Bihać, Una Sana Canton.

Core Functions/Responsibilities

Under the overall supervision of the Chief of Mission (CoM) in Bosnia and Herzegovina and in close coordination with National Resource Management Officer, and under direct supervision of the Country Emergency Area Coordinator and Emergency Area Coordinator in Una Sana Canton, the Head of Field Office in Bihać monitors compliance with general instructions of IOM and relevant permanent instructions for the Mission in the areas of general administration, finance and human resources.
In close cooperation with Emergency Area Coordinator in Una Sana Canton and relevant IOM Main Office Units, coordinates and oversees the financial management of the project activities implemented in Una Sana Canton, and more specifically procurement and payment related activities performed by Bihac Field Office, including but not limited to:
Planning and initiating procurement of goods, services and works necessary for conducting daily activities and running Temporary Reception Centers for migrants in Una Sana Canton and other activities necessary for efficient response to migrant crisis;
Coordinating with CCCM Camp Managers and Project Managers compliance visits to project sites and ensuring proper financial and procurement management in line with the specified IOM procedures and donor specific rules and regulations.
Overseeing available budgets versus actual expenditures in relation to the implementation of the projects and ensuring compliance with the Organization’s as well as donors’ financial rules and regulations.
Ensuring that a system is in place for accurate verification of receipts of goods, works and services and requests for payment prior to the RMO and COM approval and further payment processing.
Ensuring that financial supporting documentation is complete and in compliance with IOM financial rules and regulations; Follow-up with respective staff in case of incomplete submissions.
Reviewing and verifying outstanding commitments toward vendors, including open purchase requisition forms and purchase numbers/POs.
Supervising physical verification of assets in the area of responsibility. Ensuring that asset management is well in line with IOM procedures.
Forecasting cash flows, and ensuring enough funding is planned to support implementation of activities taking into account emergency nature of the projects.
Regularly following-up with the respective staff for the outstanding cash advance.
Bringing to the attention of the Country Emergency Area Coordinator and Emergency Area Coordinator in Una Sana Canton and RMO for the problems encountered in Field Office and proposing solution.
Serve as local human resources focal point and assist the Country Emergency Area Coordinator and Emergency Area Coordinator and RMO in ensuring compliance of Staffs Rules and Regulation, standard of conduct and HR policies as well as provide input and recommendations for resolving difficult or sensitive cases, in close coordination with HR Unit in Country Office.
Ensuring timely and regular implementation of the Staff Evaluation System (SES) of all staff in Field Office, encourage and provide guidance for the timely completion of the performance management, in close coordination with HR Unit in Country Office.
Providing support to the CoM, RMO and Emergency Project Coordinator throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor-specific requirements.
Making recommendations on procedural improvements, supervising and training local staff in the relevant areas of administration, financial policies and procedures.
Overseeing procurement and logistic services, ensuring that contracts with suppliers of goods and services are in line with the Organization’s procedures, regulations and guidelines.
Perform other related duties as may be assigned by the CoM.

Required Qualifications and Experience
Education & Experience

University degree in Finance, Accounting, Public Administration, Business Administration with minimum seven years of relevant professional experience.
Professional certification as chartered accountant (CA) or Certified Accounting Practitioner (CAP), certified public accountant (CPA) or Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience in financial management, accounting, and budgeting.
Experience with internal control assessment, internal audit and or external audit.
Knowledge of IOM/UN regulations, policies and procedures is a distinct advantage.
Knowledge of human resources management is an advantage.
Experience with international institutions knowledge of IPSAS and SAP.
Knowledge of IOM/UN accounting systems, software and procedures is a distinct advantage.
Knowledge of EU funding related reporting requirements is an advantage.
