Mission Specific Requirements
Additionally, this particular post has specific requirements:

Mandatory:

Thorough understanding of the work of the Human Dimension Department (HDD) and the strategic and local issues related to human rights, education, rule of law and democratic governance;
Thorough knowledge of political structures and current political situation in Bosnia and Herzegovina;
Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms;
Supervisory experience;
Professional fluency in written and spoken English;
Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff;
Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information;
Ability to operate Windows applications, including word processing and email.
Desirable:

Knowledge of Bosnian, Croatian, Serbian is an advantage;
Previous experience of working with an international organization is an advantage.
Tasks and Responsibilities
Under the supervision of the Deputy Head of the Human Dimension Department, the Head of Field Office will be responsible, in conjunction with Human Dimension Department (HDD) Project Managers, for the co-ordination of the Human Dimension Programme activities in his/her Area of Responsibility (AoR). The Head of Field Office will also ensure co-ordination between the political and programmatic aspects of the Mission's work. The incumbent is responsible for providing timely and accurate advice to Head Office on these issues. Specific duties include:

Ensuring that the Department's resources are used effectively and efficiently to achieve the Human Dimension Programme objectives, providing co-ordination between the political and programmatic aspects of the Mission's work in the Field Office;
In co-operation with supervisor and HDD Project Managers, supporting programme implementation through provision of mentoring and advising on programme policy and implementation and intervening directly with local counterparts where necessary;
Liaising with governmental, non-governmental and international organizations active in sectors relevant to the Human Dimension Programme in the AoR to gather information and ensure appropriate field level co-ordination;
Acquainting him/herself with local political and social conditions and proactively seeking information, which might have an impact on the current implementation and future development of the Human Dimension Programme in his/her AoR, and advising the Head Office accordingly;
Providing timely and accurate advice to the Head Office and the field on all aspects relevant to the implementation and future planning of the programme, including first-level evaluation of programmatic activities taking place in the AoR;
Ensuring that there is effective communication between the Field Office and Head Office by bringing problems and issues to the attention of relevant Head Office staff in a timely manner; and ensuring that progress in achieving the programme's objectives is reported accurately, and that instructions and requests from Head Office to the field are understood and actioned;
Informing the HDD Project Managers about programmatic issues, ensuring that programmatic activities are consistent with political objectives and that political obstacles to programme implementation are brought to the attention of the Head Office;
Carrying out the administrative duties of the Head of Office including: directly supervising one staff and performing the role of the second level supervisor for fourteen staff; ensuring that all Office staff work in compliance with the OSCE regulatory framework whilst maintaining a harmonious, productive and professional working environment; attending security briefings on behalf of the Office organized by EUFOR LOTs, local police and other relevant organizations and informing all Office staff of the current security situation, as appropriate;
Performing other duties as assigned.
