In 2014, UN Women launched the 3-year regional project Promoting Gender Responsive Policies in South East Europe and Republic of Moldova financed by the Austrian Development Agency (ADA) and Swiss Agency for Development and Cooperation. The project is a direct continuation of the above referenced phase I, and its overall goal is to contribute to the implementation of gender equality commitments as enshrined in various international human rights documents including the Universal Declaration of Human Rights, CEDAW, the EU Charter of Fundamental Rights, EU Equality Directives, and national laws and strategies on gender equality in South East Europe (with particular focus on Bosnia and Herzegovina, Albania, FYR Macedonia and Republic of Moldova).
Gender Responsive Budgeting (GRB) has been identified as an important tool for advancing gender equality in key national documents, in accordance with the existing Bosnia and Herzegovina (BiH) national policy documents on social inclusion and gender equality. In accordance with government priorities stated in the national and local plans and strategies, UN Women has been supporting government efforts in using GRB as a tool to advance gender equality and ensure that women’s and men needs are incorporated in policies and budgets. The expected long-term result of these initiatives is the incorporation of gender equality principles, perspectives and priorities not only in policy making, but also in budgeting at national and local level, leading to greater accountability and transparency of public finances. At the same time, technical assistance was provided to non-governmental organizations and gender experts in developing and using GRB as a tool for carrying out different analyses such as piloting costing studies, monitoring existing sectorial policies and budgets from gender perspective and advocate for policy change.
Duties and Responsibilities
UN Women Country Office in BiH is seeking to recruit a Consultant to:
1. Assist two municipalities in BiH with GRB initiative in up to three sectors under the respective municipal competences. The Consultant will be responsible for the following tasks in each of the two newly selected municipalities (Zavidovici and Bratunac):

· Training delivery on GRB (based on the GRB training modules prepared for municipalities and used in 2015) of four (4) on-site training sessions for the municipal GRB working group that will be established by the municipal Mayor;

· Provision of the guidance for the GRB working group in the process of GRB introduction (during the training sessions and between);

· Lead the GRB working group production of the socio-economic analysis of the two-three sectors under the municipal competency. The analysis will include (but not be limited to) relevant municipal decisions, procedures, public calls etc.;

· Guide the GRB working group in the process of the definition of sets of recommendations for the Municipal Council;

· Guide the GRB working group in the process of the municipal GRB Action Plan production (including recommendations for the budget planning for 2016);

· GRB presentation (theory and practice) for the municipal council;

· Presentation of the process and achievements on GRB initiative in the specific municipality in the mid-year BiH Exchange of Experiences (Sarajevo) event to be organized for the municipalities participating in the project;

· Presentation of the process and achievements on GRB initiative in the specific municipality in the year-end BiH Regional Exchange of Experiences (the location is in BiH TBD) event to be organized for the municipalities participating in the project.

2. Assist two GRB partner municipalities from 2015 (Odzak and Lukavac):

· Deliver presentation on “GRB monitoring and evaluation” for the GRB working group – GRB initiative for the municipalities that participated in the project in 2015, and actively follow up on the implementation of the GRB action plan in those municipalities.

· Produce set of further recommendations for Odzak and Lukavac on the status of GRB action plan implementation and encourage its implementation in the municipality.

3. Provide GRB and Program Budgeting training sessions for other levels of government (state, entity) as per needs that might arise during the year.

· Detailed ToR for this segment will be developed and agreed upon with the consultant at a later stage.
DEVELOPMENT OBJECTIVE

“Promoting Gender Responsive Policies in South East Europe, Phase II” regional project (2013 -2016) is funded by the Austrian Development Agency and the Swiss Agency for Development and Cooperation. The project covers Albania, Bosnia and Herzegovina, the Former Yugoslav Republic (FYR) of Macedonia and the Republic of Moldova.

The ultimate aim of the project is to contribute to the implementation of commitments towards achieving gender equality. To achieve this aim, three distinct outcomes are anticipated (the logical framework for the project provides more details):

Outcome 1: Sectoral programs and budgets at the central and local levels more effectively reflect the necessary gender equality concerns.

Outcome 2: Strengthened oversight of central and local government programs, policies and budgets towards gender equality commitments.

Outcome 3: Exchange of knowledge and learning on GRB to facilitate replication of good practices and lessons learned.

In order to achieve these outcomes, the project envisages the following outputs:

Output 1.1.: Increased capability and capacity of Ministries of Finance to institutionalize the integration of GRB.

Output 1.2.: Selected central and local programs (such as rural development, social protection and employment) and budgets are analysed to respond to gender equality commitments.
Output 1.3.: Strengthened capacities and increased commitment of a select number of local governments to make programs and budgets gender responsive.

Output 2.1.: Experts, academics and CSOs have strengthened capacities to analyse programs and budgets from gender perspectives.
Output 2.2.: Members of parliament (MPs) and local councillors (LCs) have increased knowledge and capacities to assess the gender-responsiveness of the national and local programs and budget.

Output 3.1.: Networks of GRB experts and public officials are capacitated to respond to national and regional demand for GRB expertise.

IMMEDIATE OBJECTIVE
Under the overall supervision of the UN Women GRB Regional Manager and the direct supervision of the UN Women National GRB Coordinator, the Consultant will:

1. Work with the two newly selected municipalities on the GRB initiative and bringing gender perspective to up to three sectors under municipal competences (agriculture, sport, education, culture etc.),

2. Work with two old municipalities on the monitoring and evaluation of the GRB implementation – the initiative from 2015,

3. Provide GRB and Program Budgeting training sessions for other levels of government as per needs that might arise during the year, and in accordance with the ToR that will be later developed and agreed upon with the National GRB Coordinator.
OUTPUTS
The Consultant shall be responsible for the following deliverables:

1. Outputs related to work with two newly selected municipalities:

· GRB training delivery, based on the training modules developed in 2015, of four (4) on-site training sessions for the municipal GRB working group. The modules are to be tailor-made to specific needs of the municipality;

· GRB presentation (theory and practice) for the Municipal Council;

· Socio-economic analysis of up to three sectors with gender lenses under the municipal competency. The analysis will include (but not be limited to) relevant municipal decisions, procedures, public calls etc.;

· Sets of recommendations for the Municipal Council (to be integrated in the Municipal GRB Action Plan);

· Municipal GRB Action Plan (including recommendations for the budget planning for 2017);

· Presentation of the process and achievements on GRB initiative in the specific municipality in the mid-year BiH Exchange of Experiences (Sarajevo) event to be organized for the municipalities participating in the project;

· Participation in, and presentation of process and achievements on GRB initiatives in the municipalities, at the year-end BiH Regional Exchange of Experiences (the location is in BiH TBD) event to be organized for the municipalities participating in the project.

2. Outputs related to work with two old municipalities:

· Deliver presentation on “GRB monitoring and evaluation” for the GRB working group – GRB initiative for the municipalities that participated in the project in 2015, and actively follow up on the implementation of the GRB action plan in those municipalities;

· Produce set of further recommendations for Odzak and Lukavac on the status of GRB action plan implementation and encourage its implementation in the municipality.

3. Outputs related to work with other levels of government:

· To be determined at a later date (in a form of ToR) and agreed upon between the Consultant and National GRB Coordinator.
All deliverables should be submitted to the National GRB Coordinator for Bosnia and Herzegovina. The outputs, trainings and presentations should be written in B/H/S in a concise and user-friendly language. Final report should be written in English.
ACTIVITIES AND TIMEFRAME

The Consultant will be expected to complete the tasks within the indicative timeframe:

1. Tasks related to work with two newly selected municipalities:

The Consultant will be expected to complete the tasks 1, 2, 5 and 6 independently. The Consultant will also be required to, together with the municipal GRB working group, complete the tasks 3 and 4 of the following list, and within the indicative timeframe:
Tasks Days

1. Adaptation of the existing GRB training modules, and training delivery of four (4) on-site training sessions for the municipal GRB working group. The modules will have to be tailor-made to specific needs of the municipality, 8 days in total, 15 March-31 August, 2016;

2. GRB (theory and practice) presentation for the municipal council; 2 days in total, 15 April – 15 July, 2016;

3. Socio-economic analysis in each municipality of up to three sectors with gender lenses under the municipal competency. The analysis will include (but not be limited to) relevant municipal decisions, procedures, public calls etc., 6 days in total, by 31 July, 2016;

4. Municipal GRB Action Plan (including recommendations for the budget planning for 2017); 2 days in total, by 10 August, 2016
5. Participation in, and presentation of the process and achievements on GRB initiative in the specific municipality in the mid-year BiH Exchange of Experiences (Sarajevo) event to be organized for the municipalities participating in the project, 1 day in total, by 1 June, 2016

6. Participation in, and presentation of the work on GRB initiative in the municipalities, at the year-end BiH Regional Conference (the location is in BiH TBD) event to be organized for all the municipalities participating in the project, 1 day in total, by 1 December, 2016

3. work with other levels of government and produce deliverables – to be later described and agreed between the Consultant and National GRB Coordinator.

· The final report shall be written in English and shall not exceed 4 pages.

Required Skills and Experience
Academic Qualifications:
· University degree in economics, finance, international development, gender studies or similar field supported by relevant extensive GRB experience;

· Master degree in economics, finance, international development, or gender studies will be considered definite asset.

Skills and Experience:

· At least 5 years of demonstrated work experience in the reform of public administration, preferably public finance reform, or GRB introduction;

· Demonstrated experience with gender mainstreaming in policies and budgets in BiH;

· At least 5 years of previous experience working/consulting for international projects/programmes;

· Previous experience in GRB consulting for the municipalities;

· Previous experience in consultancy work for UNDP or UN Women;

· Fluency in English and B/H/S, excellent spoken and written skills.

EVALUATION OF OFFERS

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

· responsive/compliant/acceptable, and

· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for the consultancy. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have passed the 50 points threshold. All other price proposals receive points in inverse proportion.

Criteria:

Technical Evaluation – documents based (80%), out of which:

1. relevant education 20%
2. experience in public administration reform and GRB introduction 20%
3. previous experience in working with international organisations in BiH on GRB 20%
4. previous experience in working with municipalities in BiH 20%
Financial Evaluation (20%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.

Please note that travel costs should be covered by the Consultant. The Consultant is to visit each municipality at least five times during assignment, and to participate in one BiH Regional GRB Exchange Experiences event (location to be determined).
