General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Second-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
Experience working with human rights, minority or gender issues
Demonstrable organizational, analytical, communication and interpersonal skills

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Second-level university degree in gender studies, social or political sciences or other related fields
At least six years of professional experience in the area of gender mainstreaming
International field work experience with gender equality issues in the OSCE region
Knowledge of methodologies for promoting gender equality and women empowerment
Knowledge of existing online self-learning modules on gender mainstreaming particularly in the areas of security, democratization, rule of law and conflict prevention
Understanding of participatory development processes and appreciative inquiry
Ability to facilitate complex learning exercise with aspects of research and knowledge management, networking skills and advocacy experience
Flexibility and ability to work under pressure and within limited timeframes
Proven experience in drafting, developing, devising and providing trainings
Professional fluency in the English language, as well as excellent drafting skills
Demonstrable communication and problem-solving skills, as well as initiative
Ability to operate windows applications, including word processing, PowerPoint and email
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Cultural sensitivity and judgment
Desirable:

Previous experience in South Eastern Europe
Knowledge of the local language or most common lingua franca spoken in the Mission area
Tasks and Responsibilities

Under the direct supervision of the Head of Office of Central Co-ordination and the Deputy Head of Mission (DHoM), the Gender Adviser will perform the following duties:

Initiating, recommending and supporting necessary policy advice to the HoM/DHoM and senior management on how to best incorporate gender and gender mainstreaming in the Mission’s activities to ensure compliance with the OSCE gender commitments;
Creating an in-depth Baseline Situation Analysis on gender and gender mainstreaming in the Mission;
Developing a Gender Mainstreaming Policy specific for the Mission;
Assisting in the creation of a Mission specific Gender Action Plan, monitoring its implementation and reporting to the HoM on the status of its implementation;
Supporting the Gender Focal Point Support Network (GFPSN) with participation from every department/unit in the Mission and Regional Centre;
Administering day-to-day activities on gender matters, including mandatory review of all projects from a gender equality perspective;
Identifying training needs on gender mainstreaming, and preparing briefing and training sessions for Mission staff;
Providing technical support on gender matters to the HoM and all the Mission’s departments;
Preparing briefing materials, reports and updates on the implementation of the OSCE gender commitments;
Facilitating knowledge building on gender issues and providing the Mission with regular updates on any developments in the area of gender both within the OSCE and outside;
Performing any other duties as required.
