The authorities in Bosnia and Herzegovina (BiH) detected the arrival of more than 30,000 refugees and migrants in the country between January 2018 and May 2019. It is estimated that 6,800 refugees and migrants, including some 1,000 children (about 350 unaccompanied and separated children – UASC) are stranded in BiH in need of various types of humanitarian assistance at various locations, in particular in Sarajevo and Una-Sana Canton. The latter location is linked to attempts to enter Croatia and the European Union. Families with children and UASC are among the most vulnerable groups, however their needs and protection are not always being prioritized.
UNICEF’s humanitarian child protection response takes a two-track approach: 1) immediate humanitarian assistance and protection to migrant, asylum-seeking and refugee children, especially UASC, working in close collaboration with government authorities at all levels, UN agencies such as UNHCR, IOM, UNFPA, and CSOs; 2) strengthening child protection systems to provide better services to all vulnerable children in BiH, through capacity building, policy reform and technical assistance.

Under the supervision of and in regular consultation with the Deputy Representative, you will be responsible for supporting the coordination, monitoring of and reporting on UNICEF BiH’s humanitarian response in Una-Sana Canton to ensure the protection and wellbeing of children on the move.
KEY END RESULTS
1. Effective and efficient coordination of the UNICEF humanitarian response team in Una-Sana Canton.
2. Substantive professional contributions are made to the formulation of humanitarian response plans, contingency plans, and monitoring of compliance with plans of action.
3. Effective analysis of available data regarding the refugee/migrant situation in BiH and its implications to the operation are timely provided. Supports constant flow of information and communication crucial for the planning and implementation of the humanitarian response.
4. Professional support is provided to establish facts and needs, coordinate rapid assessments, and determine priorities and appropriate interventions by UNICEF.
5. Timely delivery of assistance and supplies is maintained, urgent staffing requirements are identified, and the appropriate and effective use of UNICEF resources is monitored for effective project delivery.
6. Substantive input and assistance are provided in the implementation of contingency/emergency response plans of action, workplans, emergency appeals, and in the mobilization of donor response and humanitarian-related funding.
7. Regular field visits are undertaken to project sites, to assess local conditions and monitor progress, implementation and resources utilization.
8. Capacity building of national staff members, any consultants and implementing partners relevant to the Core Commitments for Children (CCCs) in Humanitarian Action is provided.
9. UNICEF is adequately represented in relevant coordination working groups in Una-Sana Canton.
10. Substantive professional contributions are made in discussions with partners, to advocate and/or assist counterparts in the assessments, implementation of humanitarian assistance and coordination.
11. Inputs for the weekly and monthly inter-agency operational updates for the refugee/migrant response are drafted and consolidated.
12. Regular communication and advocacy conducted on the situation and needs of refugee/migrant children through local and international media, as appropriate.
13. Lessons learned from UNICEF’s humanitarian response experience are collected and analysed for adoption of the best practices and standards for longer-term humanitarian response interventions. Longer-term requirements of the humanitarian response operation/interventions are effectively identified.
To qualify as an advocate for every child you will have…
University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
Two years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation or administration.
Substantive field work experience.
Experience working in a humanitarian response situation is highly desirable.
Fluency in English and a local working language of the duty station; a second UN language is considered an asset.
