Background
Official estimates show that the total number of people originating from Bosnia and Herzegovina (BIH) in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is sporadic and unstructured. Diaspora is rarely included or consulted in the design of policies or decision-making processes. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. Against this background, the overall goal of the newly-launched Diaspora for Development Project is to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. This will be attained through achieving three specific outcomes:

Ministry of Human Rights and Refugees and Ministry of Foreign Affairs of BIH, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organisations.
Municipalities align their development strategies to the BIH Diaspora Strategy, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment.
Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.
The Diaspora for Development Project (2016-2020) is supported by the Government of Switzerland and implemented by UNDP and IOM, in partnership with the Ministry of Human Rights and Refugees of BIH.



Duties and Responsibilities
Under the direct supervision of the Project Manager and in close coordination with other related UNDP-implemented projects, the Economic Development Officer will have the following main functions:

Designing and quality assuring the interventions related to skills and knowledge transfer within the Project:

Formulates and manages the Project’s economic development component through the preparation of annual and monthly workplans that set priorities, timelines, targets and standards for monitoring results;
Designs the assistance related to business-to-business skills and knowledge transfer from diaspora to BIH;
Manages calls for proposals to select beneficiaries under this Project support scheme;
Actively engages with (diaspora-oriented) business-support organisations, such as development agencies, BIH Export Promotion Agency, chambers of commerce, knowledge hubs, technological parks, etc;
Monitors effects of the knowledge and skills transfer assistance, to capture economic effects for beneficiaries and positive developments following the interaction with the diaspora businesses;
Ensures wide promotion of cooperation initiatives and their results both in BIH and diaspora;
Reports on the implementation of relevant activities, in line with the Project logical framework and its progress indicators.
Advising on and supporting the process of diaspora investment in BIH, to contribute to job creation:

Through targeted business brokerage, facilitates investment pipeline development, drawing on the comprehensive diaspora mapping in 10 main destination countries and working in partnership with relevant (diaspora) business support organisations;
Engaging with relevant institutional partners, designs and manages investment support schemes (including for pilot start-up initiatives), to facilitate business investments from diaspora towards businesses in BIH;
Actively interacts with diaspora, their organisations and networks as well as businesses and business organisations in BIH, contributing to sharing information about funding opportunities and facilitating business-to-business matching;
Monitors effects of the investment support scheme and ensures wide promotion of cooperation initiatives and their results both in BIH and diaspora;
Reports on the implementation of relevant activities, in line with the Project logical framework and its progress indicators.
Facilitating interaction and networking between the private sector in BIH and diaspora:

Contributes to designing the approach and tools for diaspora mapping to be undertaken in ten destination countries;
Facilitates the identification of niche economic sectors in BIH holding cooperation opportunities with diaspora;
Pro-actively identifies and facilitates business-to-business connections and interaction between diaspora business and organisations, and businesses in BIH (including throough targeted sector-specific business-to-business events, design and distribution of tools and materials supporting investment opportunities for diaspora, mapping of potentials for expanding exports, as well as identification of funding opportunities for diaspora businesses in countries of destinations, linking diaspora business organisations with BIH assotiations, etc);
Ensuring knowledge management in the domain and coordinating within UNDP and beyond:

Captures relevant Project experiences and lessons learned;
Researches best practices, generates ideas and proposes new, more effective ways of doing things;
Actively shares experience and knowledge, as well as coordinates Project activities and approaches with other relevant interventions and teams within UNDP and beyond;
Identifies and utilizes opportunities for synergies with other relevant initiatives;
Provides advice and inputs to UNDP strategic analytical reviews and studies in the field of economic development (competitiveness, private sector development initiatives and similar);
Advises on issues of further project development and resource mobilization.
Ensuring gender mainstreaming within the Project:

Provides support to mainstreaming gender equality in the Project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyze it in detail;
Ensures that all relevant project documents are written using gender sensitive language;
In the preparation of meetings/consultations/trainings ensures gender balance of participants as much as possible.

Required Skills and Experience
Education: 

Advanced university degree in economics or other relevant fields;
BA degree with additional two years of working experience may be accepted in lieu of the advanced university degree

Experience: 

At least five years of general working experience, and at least three years of relevant professional experience in the area of economic development, where dealing with engagement of diaspora in economic development is a particular asset;
Understanding of economic development trends in BIH;
Familiarity with key policies, trends, measures and initiatives related to diaspora contribution to economic development in BIH;
Proven practical experience in working with institutional partners at both local and higher government levels;
Excellent computer skills and ability to use information technologies as a tool and resource;
Experience in research and reporting.

Language Requirements: 

Fluency in English and languages of BIH, with excellent drafting and presentation skills.
