Bosnia and Herzegovina is facing an intricate set of development challenges, including economic decline, high unemployment, growing poverty and socio-economic inequalities. The complex administrative structure has led to political deadlocks, while slow legislative processes further hamper development. There is limited progress in finding political compromise on necessary reforms, including those required for integration to the European Union (EU). Many constraints persist on the economy, including poor infrastructure and a generally unattractive investment climate.

Placed within such a complex environment, local governments (LGs) have monotype competences, despite considerable differences in their size. LGs design integrated strategies, where social, economic, and environmental sectors are inter-connected to produce sustainable results. Nearly 30% of LGs have begun to apply an integrated municipal management approach. Yet, deficiencies in decision-making, internal management and organisation, policy and regulatory frameworks, as well as inadequate operational capacity hamper effective policy delivery.

Both finances and priority wise, water and environmental sanitation services are the most important LG services. More than 40 % of the country population of 3.8 million lacks access to safe water, with less than 40 % connected to the public sewerage system. Water losses frequently amount to more than 50 %, leading to overexploitation of water sources and high distribution costs. Water tariff levels are often too low to cover operation and maintenance, let alone enable capital investments. Further support to LGs and water utilities in cooperation with sectoral ministries at entity and cantonal levels is needed to increase service delivery management capacity and accountability through regulatory frameworks, ensuring functional and fiscal compliance across jurisdictions. Increasingly frequent floods and droughts adversely affect local service delivery, pointing to the lack of disaster risk reduction (DRR) policies and measures.

Because LGs are the intersection through which most business creation flows, their role is instrumental in creating a business-conducive environment and stimulating economic growth. Despite positive experiences, including pilot certification of “business-friendly” certification, LGs in Bosnia and Herzegovina still lack sound economic expertise and tools to engage in productive public-private dialogue and increase investment attractiveness of their localities through viable business infrastructure, support to employability and local entrepreneurship.

To address these challenges, the Municipal Environmental and Economic Governance (MEG) Project has been launched, supported by the Government of Switzerland and implemented by UNDP. The Project will support democratic local governance and improve quality of public services, focusing on the economic and environmental sectors. Together with its 18 partner local governments, private sector counterparts, relevant cantonal, entity and state level institutions, the Project will enhance municipal performance, applying sound public policy and management processes, spurring interaction among local decision-makers and citizens, and supporting capital investment to unlock sustainable economic growth and job creation. As for its geographic coverage, the MEG Project will work in the area of Una-Sana Canton and Prijedor, as well as in the wider Doboj-Tuzla region. To sustain changes introduced at the local level, the Project will encourage advancement of the regulatory framework as per EU standards, towards decentralized and improved service delivery, with focus on communal services and business environment. The expected overall duration of the Project is 12 year, while the first phase will last four years.

Duties and Responsibilities
Design and steer the delivery of the economic development assistance to relevant departments, to strengthen the broader performance management system of partner local governments:

Formulates and manages the Project’s economic development component through the preparation of annual and monthly workplans that set priorities, timelines, targets and standards for monitoring results;
Plans and manages available financial and other resources for the economic development component;
Provides technical advice, guidance and support to LGs in the process of introducing new tools and solutions aimed at improving economic governance, business services and environment, and quality of service delivery;
Supports the conduct of specific economic and value-chains assessments;
Contributes to setting the good governance benchmarks, from the economic governance viewpoint;
Together with the Local Government Officer, designs and steers the delivery of customised technical assistance to municipal economic departments;
Offers high quality guidance and advice to municipal staff, development agencies and private sector counterparts;
Supports and leads the process of peer-to-peer exchange and networking among relevant stakeholders related to the local governance professional economic development network;
Reviews economic development component implementation progress in consultation with beneficiaries, partners and donors;
Identifies and supports regulatory changes at the local level, from viewpoint of economic and environmental governance and good municipal performance;
Conducts Project specific assessments in target local governments, against the broader economic set of indicators and benchmarks, as well as provides analytical inputs to Project reports, including capturing of lessons learnt;
Supports sharing and scaling-up successful approaches in the broader UNDP economic development team.
Provide guidance to partner local governments and their economic counterparts in the process of improving business enabling environment at the local level, including in designing and delivering specialized incentive measures stimulating job creation and economic development:

Provides support to local governments in the process of delivery of business incentives and employment-conducive measures;
Together with the Local Government Officer, provides advice and oversees the design and delivery of technical assistance aiming to improve administrative services for business conducive environment;
Steers the activities related to design and introduction of new business development services in target areas, linked with priority value chains / economic sectors;
Provides expert support to market intelligence interventions;
Contributes to better access to markets for partner businesses by assisting them to improve their presentation and take part in business fairs;
Supports the Project team in the design of on-budget support criteria, from the viewpoint of economic governance and monitors annually economic performance of LGs;
In close coordination with the Project management and Project Specialists, contributes to the design and provision of technical advice in the allocation of the financial assistance for municipal economic infrastructure;
Provides guidance in the process of revision of relevant municipal regulatory/by-law framework in the economic governance area;
Steers and oversees the design of business development services by local/regional development agencies and their delivery to local private sector actors;
Manages the design and delivery of technical assistance packages to facilitate public-private dialogue within target localities;
Assists in the conduct of regulatory impact assessment of economic development laws and policies;
Supports consolidation and capacity development of economic sector professional organizations, to include the delivery of technical assistance;
Manages and oversees the work of individual consultants and contracted companies;
Ensures full accountability, transparency and the principle of competition in the allocation of resources, procurement of services, works and goods and selection of recipients;
Provides support in organization of external evaluation of the Project.
Pro-actively support partnerships, networking and advocacy in the Project implementation, as well as in the broader UNDP economic development portfolio:

Identifies and utilizes opportunities for synergies with other relevant local level economic development initiatives;
Captures and ensures wide promotion and visibility of Project achievements, particularly with regard to local economic development success stories;
Ensures coordination of economic development activities with other efforts of local governments and the international community in the partner localities;
Provides expert advice and inputs in the design and implementation of economic development interventions under the Local Development Programme or the broader Rural and Regional Development Sector;
Provides inputs and support in the elaboration of selected project ideas into viable project proposals in the area of economic development, together with relevant UNDP programme and project staff;
Identifies and supports the realisation of synergetic initiatives and/or contributions from various stakeholders, which add value and maximise economic development results.
Ensures gender equality in all Project activities:

Supports gender equality mainstreaming in Project implementation, with focus on economic empowerment of women;
Ensures that economic data collected and analysed for the purpose of the Project implementation is gender-sensitive, as well as that relevant documents are written using gender sensitive language.

Required Skills and Experience
Education: §

Master degree in business, economics, development, political sciences, engineering and other relevant area, or university degree with additional two years of experience.
Experience: §

Minimum three years of economic development and private sector development experience in Bosnia and Herzegovina, or five years in case of university degree;
Knowledge and expertise in the area of economic governance and local business enabling environment in Bosnia and Herzegovina; previous experience in working at the local level with local governments for business enabling environment is considered a distinct asset;
Familiarity with key public documents, strategies and regulatory framework related to economic development in Bosnia and Herzegovina;
Excellent computer skills (especially Microsoft office applications) and ability to use information technologies as a tool and resource.
Language Requirements: §

Fluency in English as well as in official languages of Bosnia and Herzegovina, with excellent drafting and presentation skills.
