Background

Integrated Local Development Project (ILDP) is a joint initiative of the Government of Switzerland and UNDP in Bosnia and Herzegovina (BiH) launched in 2008 with the aim to harmonise integrated and inclusive strategic planning at the local level. Through its previous two phases, the ILDP made significant contribution in standardisation of planning and development management approaches at the local level and supported 40 local governments country-wide in designing and implementing their development strategies. The planning approach was then replicated at the cantonal level and all 10 cantons where assisted in designing their integrated development strategies. Furthermore, the Project helped creation of foundations for establishment of strategic planning systems at the entity level, including financing mechanisms that provide targeted support to implementation of local development priorities country-wide.
The Project’s third, 4-year consolidation phase, was launched in March 2017 and seeks to further place efforts to scale up and consolidate knowledge and systems whose creation had been initiated back in 2008. To that end, the Project will provide assistance to a wide range of domestic partners at the sub-national (entities, cantons, Brčko District) and local level to affirm a functional development planning and management as per three main outcomes:

Outcome 1: Lead planning structures at entity level steer the development planning and management systems characterised by vertical and horizontal coordination and greater accountability towards the citizens;
Outcome 2: Local and cantonal governments effectively address needs of citizens and accelerate growth through inclusive development planning and management;
Outcome 3: Citizens and socio-economic partners take pro-active part in development management and benefit from improved services.
Output 2.2., which is directly related to these Terms of Reference, comprises of activities aimed at supporting cantons to further strengthen their development planning and management systems, as per the FBiH Law on Development Planning and Management adopted in early 2017. More specifically, technical assistance and capacity development interventions will be directed to support cantons in designing or adapting relevant regulatory frameworks and establishing structures, functions and processes to enable effective implementation of their development strategies, including aligning their implementation plans with cantonal budgets and public investment programmes.
Attention will be placed on establishment and strengthening of cantonal development management units to enable them to effectively carry their functions in the overall development management system. Furthermore, the Project will work with a wide range of stakeholders at the cantonal level, including policy makers, to familiarise them with important decision-making aspects within the development planning and management cycle, as well as with the work and importance of the cantonal development management structures. In addition, the Project will seek to strengthen development partnerships at the cantonal level.
Duties and Responsibilities

Under the supervision of the Development Management Specialist, the core functions of the Development Management Associate will include the following:

Support to delivery of technical assistance on development planning and management to partner cantonal governments:

Supports and coordinate delivery of Project’s technical assistance and capacity development interventions to counterparts in partner cantons in the processes of development management annual cycle as per the assistance packages and action plans designed under the Project;
Monitor activities and performance progress with regard to cantonal development management; systematically compile electronic records, documents and information and regularly share feedback and elevate potential risks to the Project Management;
When relevant, monitor the overall implementation of priority projects within partner cantonal governments until its successful finalisation by conducting site visits, reviewing narrative and financial reports of beneficiaries; ensuring compliance of the procurement processes with relevant BiH laws and UNDP regulations;
Serves as the project information point for the partner cantonal governments;
Travel regularly to partner cantons for individual meetings, training and other project related activities and ensure effective working relations with partner governments;
Prepares media statements/announcements related to achievements and results of project activities in cooperation with the Rural and Regional Sector Communication Officer;
Ensures regular office work is completed, including maintaining of all project files, correspondence, photocopies, photos, etc.;
Support to effective linkages between cantonal strategies with local and higher government level policies:

Support dialogue and interaction between relevant stakeholders at local, cantonal and entity level in development management processes (design of strategy multiannual implementation plans, design of work plans of cantonal ministries based on development strategies, annual reporting);
Encourage, coordinate and support joint initiatives and interaction between the partner cantons and their constituent local governments in the follow-up effective implementation of the strategy and future planning processes;
Encourage and facilitate dialogue between cantonal and local governments to support implementation of priority projects originating from development strategies;
Regularly share feedback and elevate potential risks to the Development Management Specialist and Project Management.
Facilitation and support to knowledge sharing, exchange of experiences and partnership building among partner cantonal governments:

Promotes and facilitate inter-cantonal cooperation through exchange of information, good practices, peer-to-peer learning and joint capacity building events among partner cantonal governments;
Supports strengthening of the cantonal development planning and management practitioners’ network in direct partnership with the FBiH Development Planning Institute, including creation of a comprehensive depository of project tools, methodologies, publications and materials, which will be handed-over to cantonal counterparts, coupled with training of trainers;
Collect and distribute information among partners about learning opportunities, conferences, etc. within BiH and Europe;
Facilitate and stimulate interaction and synergies between the project and other stakeholders working in the field of development (donors, international organisations);
Supports compiling and systematising Project knowledge, products and tools and their wide distribution to partners.
Support gender equality mainstreaming within the project:

Supports the Project and the Local Governance Programme in mainstreaming gender equality in the project implementation;
Ensures that all project documents prepared by the incumbent are written using gender sensitive language;
In the preparation of meetings/consultations/trainings ensures gender balance of participants as much and possible.

Required Skills and Experience

Education: §

Secondary education. University degree in public administration, economics, law, political sciences, or related field would be desirable, but it is not a requirement.
Experience: §

At least 6 years of relevant experience working on or directly involved in planning and local/regional development processes in BiH for candidates with the Secondary education; or four years of relevant experience with the University degree;
Knowledge and previous experiences in working with cantonal governments and socio-economic partners will be considered an asset;
Understanding of the overall political, administrative and institutional set-up of cantonal government level in BiH;
Proven record of theoretical knowledge and practical experience in the area of strategic planning, local or regional development, project cycle management, community development, public finances;
Excellent computer skills (especially Microsoft office applications) and ability to use information technology as a tool and resource.
Language Requirements: §

Fluency in the languages of peoples in BiH;
Fluency in English with good drafting and presentation skills.
