Country Consultants – Western Balkans (Part-Time)

Context

The European Endowment for Democracy (EED) has been created as an independent private law foundation with its seat in Brussels. Its statutes do not foresee the setting up of any regional offices in the countries that fall within the scope of its geographical mandate. However, EED’s model foresees a network of consultants in key countries, to help provide knowledge consultancy services as well as technical assistance and logistical support.

From 2018, EED is expanding its operations to the countries of the Western Balkans. Consequently, EED is looking for local consultants to support its operations in the countries of the Western Balkans, initially for the period of six months with the possibility of extension. The consultants will not necessarily work on a full time basis. This depends both on the amount of required work and the specific situation of the consultant.

Country consultants will be selected to work in one specific country, and this should be specified clearly in the application.

Profile

The consultants will be selected on the basis of their experience in project management and civil society assistance, their knowledge and understanding of political developments in their country, and the scope of their network (including civil society organisations, both established and recent, emerging political/social movements, alternative media outlets, understanding of minority and other thematic issues, etc.).

The consultants could belong to a civil society organisation or other form of group but would not qualify to receive EED support during the period in which they will be carrying out consultancy services to EED. This limitation applies both to requests submitted at the individual level and on behalf of the organisation.

Duties

The EED Consultants in the countries of the Western Balkans will carry out the following duties:

Background checks on EED applicants
The EED will require reliable references of the persons or associations applying for support and additional information on their activities in order to make its funding decisions. The consultant is in this regard expected to carry out background checks when asked to, and make recommendations accordingly.

Knowledge consultancy
The EED seeks to be complementary to other donors, especially to existing EU instruments. In order to guarantee its added value, it will thus request information regarding any existing initiatives that could potentially overlap with the activities it is considering funding. The consultants in this regard will be expected to provide regular updates on donor activities and initiatives in their specific country.

The EED will further require insider analysis of the evolving political situation and its impact on democracy support and democratisation efforts in the region. The consultants might be required to submit regular reports that would provide such an analysis and focus on the consequences for EED support and activities the Endowment is supporting in their country.

Monitoring and Technical Assistance
The EED consultant will, under the coordination of the EED, be required to follow up on and support initiatives and activists that the Endowment is supporting. This would include providing regular feedback and assessment of the work of EED supported initiatives (ensuring, inter alia, that funds are being spent adequately and activities carried out as agreed). The EED local consultant will also be required to assist with Monitoring and Evaluation, for example assisting the beneficiaries develop baselines at the start of each grant or provide other necessary information for EED monitoring purposes. The consultant might also be asked to help develop relevant information for EED website.

As grants are disbursed and activities initiated, the EED could also require the EED consultant to provide the beneficiaries with technical assistance if needed.

Logistical support
For EED staff missions to the designated country, the EED consultant may be asked to provide logistical support for the EED prior to and during the visit such as for instance for hotels, transport and setting up meetings.

Communication and reporting

The consultant will report to the relevant Programme Officer under the supervision of the EED Director of Programmes and the general coordination of the EED Executive Director and should keep a constant communication flow with the EED secretariat.

Duration of Contract

An initial contract shall be concluded for a period of six months, which may be extended upon mutual agreement.
