For the purposes of the project “Connected and Safe – Towards a virtual environment safe for children” Save the Children seeks consultants (applying individually or on behalf of the certain company or organization, further named: consultants) with relevant experience in research area and preparing situation analysis. Consultants will develop methodology, tools for collecting data (questionnaires) and to realize research utilizing collected data to analyse existing practice and gaps related to combating sexual abuse against children on internet and other forms of child abuse as well.
Aim of engagement is to develop and provide methodology and to analyse of the existing structures, mechanisms, gaps and obstacles to the full implementation of strategic guidelines in B-H with purpose to enhance inter-sectoral cooperation among stakeholders within child protection area and to strengthen the system for combating sexual abuse against children on internet and other forms of child abuse. Targeted population of this analysis will be members of Working Group within Ministry of Security B-H (representing relevant ministries such as internal affairs, communications, education, justice and various agencies such as Communication Regulatory Agency, Ombudsman institutions as well as NGOs involved in prevention of online abuse or running Safer Internet Centres) and other relevant stakeholders involved in combating sexual abuse against children on internet and other forms of child abuse.
In order to finalize all planned tasks within existing timeframe, Consultants will be engaged within period from May 10th to July 28th 2016.
REQUIRED EXPERTISE AND EXPERIENCE
The Consultant should possess the following expertise and skills as a minimum:
Minimum University degree in the field of criminology, social or humanistic sciences (M.A. or PhD in relevant field is an advantage);
Minimum ten years’ experience in conducting similar tasks related to different aspects of protection of children against violence emphasizing on-line safety of children;
Experience in conducting quality and quantity researching methods, and utilizing participatory methods in work as well;
Fluency in English and local language(s);
Strong analytical and creative skills;
Strong communication skills, with the ability to communicate detailed concepts clearly and concisely, both in writing and verbally.
The Consultant must indicate the prices he/she is offering to Save the Children as part of the engagement, including the currency, in the “Bidding Response” document, as well as “SC-PR-10 – Request for Quotation” if applying on behalf of a company or organization. It is necessary to provide a narrative clarification of each budget activity demonstrating how they relate to the proposed methodology and work plan. The budget headings and specific budget lines must be listed in the proposed budget.
