Purpose
As part of the forthcoming revision of the integrated local development strategy for the City of Tuzla, the local government will conduct an independent mid-term evaluation of the strategy in accordance with the Methodology for Integrated Local Development Planning (MiPRO). The purpose of the consultancy is thus to provide substantive insight into the level and quality of strategy implementation, major changes in local context and priorities, as well as an updated assessment of the level and quality of institutional, organisational and other capacities necessary for the effective implementation of the strategy. In this regard, one (1) local consultant (hereinafter the Consultant) will be engaged.

Objective

The main objective of the consultancy is to assist in the implementation of a mid-term evaluation exercise for the integrated local development strategy of the City of Tuzla.
Through a participatory process, the mid-term evaluation exercise will examine a number of elements, so as to obtain answers to the following questions: „what progress has been made“, „to which extent have the desired changes been achieved“ and „what are the lessons learned for future“.
Findings collected through the evaluation process will be elaborated in the evaluation report, which will contain critical observations and recommendations and as such will be used as one of the inputs for the forthcoming mid-term revision of the strategic documents.

Background Information

The consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union and co-funded and implemented by UNDP BiH. As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the LID Project has an overall objective to raise the standards of living, and improve social cohesion in BiH through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID will work with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main beneficiaries of the project are 21 local governments, 30 MSMEs and 300 rural households, 50 civil society organizations and grass-root citizens’ groups in target communities, 5,000 members of socially excluded and vulnerable groups, and 3 relevant higher government level institutions. The main partners are the BiH Ministry for Human Rights and Refugees and the two entity governments.

Duties and Responsibilities
The consultancy will provide an impartial overview of the status of strategy implementation and progress towards achieving defined objectives. Specifically, the consultant will, on the basis of planning and implementation data, organise a series of participatory meetings with relevant stakeholders from the local community in order to a) conduct an independent assessment of the progress of implementation, b) determine the relevance, efficiency, effectiveness, and sustainability of strategic interventions and results, as well as c) assess the adequacy of City institutional and organizational capacities necessary for effective strategy implementation.
Findings gathered during the process will be presented through an evaluation report, which will also showcase specific recommendations to be considered during the subsequent revision process.
More concretely, the Consultant will be expected to perform the following tasks:
Task 1: Review the strategy, its operational plans and implementation reports

Under this task, the Consultant will collect all the relevant documents, simultaneously becoming well acquainted with the integrated development strategy document itself, as well as with the relevant operational plans and implementation reports.
The Consultant is expected to become familiar with the local government’s key standard operating procedures, internal organization and staffing. All of these are necessary to fully understand the local authority’s institutional and organizational capacities for planning and implementation.
The Consultant will prepare all the necessary supporting tools to be used by Tuzla’s development management unit to collect and process relevant statistical data/socio-economic indicators or other cumulative data needed in the evaluation process.

UNDP-developed tools for monitoring multi-annual/annual sectoral and general socio-economic indicators (SMI and project implementation status excel tool), and the program/project linking tool will all be employed by the Consultant, but after adaptation to the specific needs of the local government. The tools will be provided to the Consultant by the Project Team.

In addition to these tools, the Consultant is required to prepare other supporting tools that may be needed for evaluation, such as instruments/questionnaires assessing the efficiency and effectiveness of strategic interventions as well as questionnaires for assessing the institutional and organizational capacities for strategy implementation.
Once all the necessary tools have been developed/adapted and approved by the Project Team, the Consultant will propose a schedule of interviews with key informants. All meetings will be scheduled and coordinated with a designated member of the Project Team.

All of the activities under this Task will be preceded by the submission and approval of the consultancy work plan.

Task 2: Conduct evaluation and draft the Evaluation Report

Based on the information collected and reviewed under Task 1, the Consultant will assess the following:

· to which extent have the defined sectoral objectives been achieved and what has been the progress made towards the achievement of strategic objectives;

· to what extent are the defined strategic and sectoral objectives, as well as programme priorities, still relevant (have the underlying circumstances changed);

· to which extent have the strategic interventions (implemented program and project priorities) been effective in the context of planned strategic and sectoral objectives;

· are implementation resources used efficiently;

· to what extent have the effects of strategic interventions been beneficial in terms of both the target groups defined by the strategy and the local and wider community’s larger needs;

· are the results of strategic interventions (positive changes) sustainable;

· are the current institutional and organisational capacities adequate for successful strategy implementation;

· is the systematic approach to strategic planning and implementation functional and embedded within the local government’s everyday practice.

Based on information collected during the review of relevant strategic plans and reports, key internal regulatory documents, analysis of data collected through the evaluation supporting tools, and information gathered during participatory meetings, the Consultant will prepare a draft evaluation report.

The basic structure of the evaluation report will include the following elements:

· Executive summary;

· Background information;

· Explanation of the methodological approach;

· Findings of the evaluation (including all aspects as above under “Key aspects of the evaluation”);

· Conclusions and recommendations, with special focus on providing detailed recommendations, which should be taken into account during the forthcoming revision of the integrated development strategy;

· Annexes (list of reviewed strategy documents, relevant operational plans and reports on strategy implementation; list of interviewees; methodological and theoretical “supporting tools” used during the evaluation).

The evaluation report should not exceed 35 pages (excluding annexes).

The project Team will provide the Consultant with a sample structure for the evaluation report.
The Consultant will submit and discuss the draft evaluation report, either on-site or electronically, with the designated representative/s of the City of Tuzla and the Project Team. As part of this task, the Consultant will provide written records for all meetings held, including signed lists of participants, to the LID Project Team.

Task 3: Present the draft evaluation results and finalize the Evaluation Report

Under this task, the Consultant will present the draft report (in local language) to City of Tuzla representatives, collect comments, finetune the Report and submit it electronically to both LID and the City administration.
As a preparatory step for the presentation of the report, the Consultant will prepare a brief power point presentation including key findings and recommendations.

Deliverables and timelines

The Consultant is responsible for the following deliverables:

Task 1: Review the strategy, operational plans and implementation reports:

· Developed and submitted a detailed work-plan for the assignment; Developed supporting tools (plan of meetings, questionnaires, tables for data collections) for conducting the evaluation – October 2017, (3 days);

Task 2: Conduct evaluation and draft the Evaluation Report:

· Meetings held in accordance with the agreed work-plan approved under the Task 1 (signed lists of participants presented as evidence); Draft evaluation report prepared in accordance with the parameters defined under Tasks 1 and 2 – November 2017, (10 days);

Task 3: Present the draft evaluation results and finalize the Evaluation Report:

· Evaluation report presented to local government representatives (power point presentation prepared with approval by Project Team); All comments and suggestions received reflected in the final version of the reports prior to final submission in electronic form – November 2017, (2 days);

Required Skills and Experience
Education:
· University degree (VII degree) in development studies, economics, political or social sciences, or other relevant studies.

Experience:

· At least 5 years of direct working experience in the domain of facilitation and moderation of participatory processes, preferably in the public sector of BiH;

· Strong expertise in the field of evaluation of development plans and projects;

· Strong expertise and knowledge of local governance and local development, with specific knowledge of methodological frameworks and practices in the field of strategic planning and implementation in BiH (e.g. MIPRO);

· Proven skills and experience in preparation of concise and analytical reports;

· Proven communication skills and ability to work in the environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders.

Language Requirements:

· Fluency in English and in the official languages in BiH.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
