Purpose
The purpose of the assignment is to assist in coordination, monitoring and revision of different wood biomass energy thematic outputs and coordinate joint bioenergy activities of the three projects implemented by UNDP, GIZ and USAID EIA project; under the aegis of the joint initiative and in parallel to provide UNDP project support services ensuring high quality, reliability, accuracy and consistency of work.
Consultant will also manage communication with all key stakeholders, who will be equally able to express their views and expert opinions, share lessons learned and direct the different thematic areas of the project towards successful and efficient implementation of Project activities.
Objective
The end result of assignment will be to ensure relevant outputs of the projects’ consultants are delivered timely and are of high quality. Additionally, the objective of the assignment is to assists in creation of an enabling environment for recognizing the benefits of the coordination of joint activities of three agencies in relevant branch and to ensure that all relevant stakeholders from B&H are invited to participate within implementation of those activities within the bioenergy sector.

Background Information
The project “Biomass Energy for Employment and Energy Security – Follow Up Project” is directly implemented by UNDP Bosnia and Herzegovina Country Office.
The key project objective is contribution to the improvement of local population living standard by long term reduction of the CO2 emissions, through a general approach of a higher renewable energy share in the B&H energy targets. Domestic benefits include employment generation, GHG emission reduction, economic development of micro regions, contribution to BiH’s EU accession, establishment of mechanisms for financial support of wood biomass projects and raised awareness regarding benefits of using wood biomass for energy production.

Since 2009, UNDP Energy and Environment portfolio in BiH includes a number of projects that contribute to environmentally sustainable development and use of natural resources. This project is aimed at increasing the wood biomass demand, improving biomass supply, overcoming technical, legislative and awareness barriers and enhancing research on these issues throughout BiH.

Project activities are designed in order to lead to stronger partnerships, networking and supporting schemes within the private, public and government sectors. These activities are contributing to the following outcomes of the project:

· Developed policy for sustainable biomass utilization in BiH reflected to the legislation and use in practice;

· Quality and availability of the wood biomass energy carrier for heating purposes increased due to the adoption and use of improved methods of biomass processing;

· Business models and financing schemes developed and enabled for investments in biomass infrastructure projects / Implementation of demonstration projects.

Duties and Responsibilities
Consultant will work 10 days per month, out of which minimum five days will be directly related to coordination and outputs review for the Biomass project, including the following tasks:
· networking activities including creation of a multidisciplinary coordination body for wood biomass by ensuring participation and ownership of representatives of line Ministries, RES Agencies, Academia and the private sector through adequate research into interests and responsibilities of these partners (including organization and chairing of these meetings – at least three meetings per calendar year). Outputs of the meeting include written recommendations for next steps in terms of facilitation of biomass use and value chain management;
· Consultant will be responsible for drafting the ToR, revision and coordination of drafting and adoption of forest governance mechanisms for FBiH/Cantons and RS with aim to enable forest governance mechanisms to secure biomass fuel supply of end-users;

· Consultant will be responsible for drafting the ToR, review the draft of the biomass energy strategy and Biomass map and ensure a high quality output;

· Consultant will coordinate activities of GIZ and UNDP related to updating/revision of Renewable Energy Action Plans (REAP) in the segment of wood biomass (data, scenarios, etc.). He/ She will be responsible for review of updated REAPs and coordination of submitting it to decision makers for adoption (including the follow-up of the process);

· Consultant will draft the ToR, coordinate activities on identification of policy gaps within the biomass sectors together with GIZ representatives and based on that review and coordinate development of forestry and energy sector wood biomass related policies (FBiH and RS) and revision and update of laws & regulations in wood biomass sector (the consultant should further coordinate and follow-up on the process of adoption of the mentioned outputs);

· Consultant will monitor activities related to development of a detailed biomass potential study (country wide) conducted by GIZ and ensure wood biomass inputs of high quality;

· Consultant will review the ToR and coordinate and follow-up on the development a BiH tailored biomass related business models (PPP, JV, ESCO, EPC) including development of a final roadmap (based on the existing processes and operating methods of Environmental Funds) to support wood biomass projects in Environmental Funds from the initial phase to the project implementation and the identification of applicable and eligible support from Environmental Funds).; and draft a ToR for the study on introducing financial mechanisms for wood biomass projects within Environmental Funds in FBiH and RS (Including segments related to drafting of internal acts, methodologies and project evaluation criteria);

· Consultant will draft the ToR, monitor, review and coordinate development of guidelines on best practices and recommendations to increase utilization of wood biomass – forestry practices-BAT, operational methods and practices;

· Consultant will follow-up on activities related to public campaign on wood biomass utilization and potential in BiH. He/she will monitor the work of selected Company and report on those activities;

· The consultant will draft the ToR and ensure coordination of development and delivery of training modules on wood biomass business models and management for the private sector and local communities;

· Coordination and monitoring of establishment of Biomass Innovation Centre for private sector representation through existing Biomass Association in BiH.

Other 5 days in month consultant will work on coordination of joint activities of the three projects implemented by UNDP, GIZ and USAID EIA within the bioenergy sector under the aegis of the joint initiative. Consultant will be working with managers of those Projects ensuring that there is no overlapping of activities. Consultant will make sure that information on implemented activities are timely shared between agencies ensuring timely implementation of planned activities and efficiency in this sector. Consultant might be expected to work few days from the UNDP office in Sarajevo.

The consultant is responsible for the following deliverables:
Deliverable 1: Detailed development of the initial idea for the Biomass coordination mechanisms in three agencies; Identify agencies activities and their similarities, common issues, overlapping of relevant branch activities and differences and action plan for future coordination of activities – 10 November 2016;
Deliverable 2: Establishment of a wood biomass multidisciplinary coordination body and relevant branch activities; Identification of key coordination mechanism’s functions; action plan for future activities of the coordination mechanism responsible parties; Organize and chair three meetings per year – 10 December 2016 (establishment) – Reports from meetings (every four months);

Deliverable 3: Coordination of establishment of Biomass Innovation Centre for private sector representation through existing Biomass Association in BiH – January 2017;
Deliverable 4: Coordinating updating/revision of Renewable Action Plans (REAP) In the segment of biomass – end of June 2017;
Deliverable 5: Monitoring of development and adoption processes of forest governance mechanisms for FBiH/Cantons and RS – end of October 2017;
Deliverable 6: Coordinate the development and delivery of training modules on wood biomass business models and management for private sector and local communities – end of November 2017;
Deliverable 7: Monitor the development, review and ensure high quality output related to updated laws & regulations in biomass sector and delivery of it to decision makers for adoption – January 2018;
Deliverable 8: Monitor the development, review and ensure high quality output of the draft guideline on best practices and recommendations to increase utilization of wood biomass – February 2018;
Deliverable 9: Monitor the development, review and comment draft of the biomass energy strategy and Biomass map – March 2018;
Deliverable 10: Finalize the study on introducing financial mechanisms for wood biomass projects within Environmental Funds in FBiH and RS – April 2018;
Deliverable 11: Monthly report on public campaign activities – every 15th in the month;
Deliverable 12: Monthly report on activities conducted, outputs and further steps – every 15th in the month;

Required Skills and Experience
Education:
· Minimum of a Masters’ degree in forestry, mechanical engineering, economics, policy, environmental sciences or a relevant field;

Experience:

· Minimum five years of relevant experience related to wood biomass or renewable energy issues and cooperation with a multi-sector national stakeholders;

· Demonstrable experience in working with national government and diverse stakeholder groups;

· Good knowledge of the project area and actual problems and experience related to biomass use, renewable energy or similar international projects;

· Good knowledge of policy within energy and forestry sectors;

· Previous experience relevant to biomass or wood data collection, use and alternatives;

· Good knowledge and understanding of the governance structure of BiH and biomass market trends in Bosnia and Herzegovina;

· Knowledge of BiH regulations and requirements related to renewable energy;

· Experience in working with environmental international projects;

· Experience and existing contacts/networking in working with biomass related state and entity authorities;

· Experience in the usage of computers, office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages.

Language Requirements:

· Proficiency in English and local language, excellent analytical and drafting skills.

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· Technical Criteria weight-70%

· Financial Criteria weight- 30%
