Analyst for the Impact of Financial Grants awarded to MSMEs (micro, small and medium sized enterprises) will look into the impact awarded grants have had on the MSMEs and the local communities. In order to do so, Analyst will need to cover the entire period, including the selection process, implementation of financial grants as well as post-implementation monitoring phase for all of the 116 selected MSMEs in 24 municipalities. In that respect, the Consultant will analyze indicators such as number of jobs, profitability margins (prior and after the grant) and new product placement (if relevant) achieved through received financial grants – in both implementation as well as post-implementation phase; and based on the post-implementation phase trends identify prevalent tendencies (if any) and give recommendations on what aspects of selection and implementation could be improved.Objective
The primary objective of the assignment includes the overall analysis of 116 MSMEs that have received financial grants, through three stages of programme implementation, in 24 selected localities in BiH. EU FRP is currently conducting post-implementation monitoring for each MSME – focusing on collection of information such as number of retained/created jobs, plans for skill/capacity building of the workforce, portfolio as well as market diversification and profitability. Since each company, during the post-implementation period, will be visited twice by the Livelihoods Officer, the Programme will be in the possession of 116 interim and 116 final reports for all MSMEs. The main objective of this assignment is to compile and extract all relevant information from these reports and propose recommendations which could be applied to the future programming of similar interventions. This is envisioned to be done through classification of MSME beneficiaries by MSME size, industry type as well as investment type that the grant was utilized for. The assignment will be conducted in 24 localities that have been selected as partners in the EU FRP. Each analysis will be conducted through an assessment of both primary and secondary research data (desk research of available programme reports, external reports and information etc.; and interviews with MSME representatives/Programme staff) that will be collected during the assignment.
Background Information
In May 2014 heavy rains fell over Bosnia and Herzegovina, causing massive flooding in northern, eastern and central parts of the country bordering Croatia and Serbia. The floods were the worst in 120 years and have brought enormous destruction in a country that is still recovering from the consequences of the ‘92-‘95 war and where significant groups of the population suffer from chronic poverty and unemployment. The natural disaster affected a quarter of the territory of Bosnia and Herzegovina and roughly one million people, which is approximately 27% of the country’s population of 3.8 million. Some 50% of local governments were affected by the floods with a number suffering near-complete flooding of urban, industrial and rural areas. Consequently, houses, infrastructure, schools, hospitals, private facilities, farms and crops were damaged or destroyed, causing deterioration of public services, local economy and agriculture activities.

In cooperation with national and local governments, the UN, European Union and the World Bank are conducting a recovery needs assessment to identify short, medium and long-term recovery priorities in a variety of sectors. The results and findings of this assessment will inform the design of relevant interventions to address the consequences of the floods in an integrated and sustainable manner.

On August 15, 2014. the European Union launched the EU Floods Recovery Programme for Bosnia and Herzegovina worth 43.52 million EUR, out of which the EU’s contribution was 42.24 million EUR, while UNDP participated with 1.28 million EUR.

The Programme consisted of different components all of which aimed to assist with the normalization of peoples’ lives in flood-affected areas and communities in 24 most-affected municipalities. The activities focused on the immediate restoration of vital public sector infrastructure and reinstatement of key public services; the emergency reconstruction of private dwellings for the most vulnerable and marginalized people; the revitalization of local economy and agriculture production and rehabilitation of communal infrastructure in selected municipalities.

EU Flood Recovery Programme’s activities were, among others, focused on Livelihoods recovery efforts with special emphasis on retention and creation of jobs in local enterprises. Most of the enterprises in flood affected areas have suffered damages in both infrastructure as well as inventory. Due to the loss of production and, in some instances, the loss of market due to the suspension of production, a number of companies were at risk of closure and required assistance to maintain their current levels of employment. Accordingly, assistance was needed with regards to small-scale rehabilitation of business facilities, support to labour force employability, access to finance facilitation, necessary investment and material support and improved access to markets through certification and standardization of products. 116 MMSMEs in 24 flood-affected municipalities have been supported, through provision of financial grants, in order to help regain economic activity, thus resulting in over 4,200 retained and 800 created jobs.

Duties and Responsibilities Scope of work
The consultancy will consist of the following key tasks:
Task 1: Consolidation of 116 interim and 116 final monitoring reports for MSMEs;
Task 2: Identification of the most prominent trends;
Task 3: Development of recommendations for future interventions.Task 1: Consolidation of 116 interim and 116 final monitoring reports for MSMEs
The Analyst will undertake following tasks:
· Performing desk review of selection criteria applied in the selection process of MSMEs;

· Performing a desk review of available data in 116 interim and 116 final reports in order to identify the main characteristics of MSMEs in the post-flood period;

· Performing desk review of all relevant documents that verify the interim as well as final report – not limited to buyer’s orders, balance sheets, list of employees (verified by the Tax authorities), customs declarations, media articles etc;

· Conduct field visit for any MSME which requires additional information other than the information provided in Interim and Final reports;

· Conducting in-depth interviews with representatives of MSMEs, where additional info is required other than the information provided in the Interim and Final report;

· Conducting in-depth interviews with Livelihoods Officer who was responsible for drafting all reports, as well as with the Monitoring Officer and Livelihoods Coordinator who managed post-implementation monitoring, as well as Programme implementation respectively;

· Performing desk review to identify similar interventions implemented through international development/financial organizations in similar circumstances, and compare their processes as well as results with the EU FRP’s intervention.

Expected outputs for Task 1:
Interim report, which consolidates data available in final/interim reports, as well as all the relevant documentation, along with the in-sight obtained through the primary data research.

Task 2: Identification of the most prominent trends within selected MSMEs
As mentioned earlier, the Analyst will closely work with Livelihoods Consultant, who is responsible for creation of interim and final reports for 116 MSMEs in 24 municipalities, as well as with the Monitoring Officer and Economic Development Coordinator of the Programme. The impact of financial grants will be analyzed with a focus on identification of any existing correlation between the amount of grants and the indicators identified as crucial by the Programme. Methodology for this task should be proposed by the Analyst and finalized jointly with the UNDP.
Based on 116 MSMEs that were awarded financial grants during the implementation of EU Flood Recovery Programme, the study will identify, analyze and elaborate links between the awarded grants and the following indicators:

Number of employees (both retained as well as created), keeping in mind the following sub-categorization:

· Contract type – fix term and temporary contracts

· Education levels

· Gender

· Age breakdown (18-30; 30-60; over 60)

· Demographics (Roma, internally displaced, persons with disabilities)

· Organizational structure (1. employee, 2. manager)

· Average salary levels (average net salary, additional payments made on the count of daily food allowance, transportation, bonus etc)

Financial analysis, keeping in mind the following sub-categorization:

· Revenue

· Expense

· Profit margin

· Export revenue

· Suppliers

· Paid indirect taxes

Investments, keeping in mind the following sub-categorization:

· Structure of investments (location, type etc.)

· Amount of investment

· Type of investment (green/brown field, M&A)

· Type of financing of investment

Competitiveness, keeping in mind the following sub-categorization:

· Productivity (quality standards, certificates, usage of modern technologies)

· Efficiency

· Market access (new international and domestic buyers)

· Portfolio diversification (new production methods/products)

Expected output for Task 2:
Interim report, which identifies the trends (if any), on the above mentioned indicators’ performance in the post-grant period for the selected 116 MSMEs.
Task 3: Development of recommendations for future interventions
The analyst is expected to do the following:

· Consolidate two interim reports into the final report, with expanded section related to specific recommendations for future similar interventions, based on identified trends.

· Identify gaps (if any) in the current process (starting from selection criteria, implementation, monitoring process) and provide recommendations to bridge those gaps in future similar interventions, etc.

· Identify all major risks and externalities that have affected grant implementation, and provide recommendations on how to mitigate them in future similar interventions.

· Identify all additional risks and externalities that might affect grant implementation in the future.

Expected output for Task 3:
Final report, including consolidated data delivered previously, together with additional recommendations for future interventions.

· Experience in poverty reduction initiatives through livelihood development for rural communities;

· Demonstrable knowledge on pro-poor value chain development and participatory methods.

Language Requirements:

· Fluency in both written and spoken BiH languages and English language is required.
