Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of Programme Manager/Chief of Party (PM/COP) and the direct supervision of the Senior Finance Officer for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the Admin/Finance Assistant (AFA) supports the SRBiH Admin/Finance processes and ensures that program activities align with IOM instructions.

Core Functions/Responsibilities

Run the SRBiH program’s bookkeeping through the SAP/Prism software in line with IOM’s accounting and financial rules and regulations.
Maintain financial records and monitoring system of SRBiH in order to record and reconcile payments, incomes, balances, statements and other data.
Ensure that the appropriate Grant Project Code is being used on all procurement documents related to this specific grant activity, including but not limited to Purchase Request/Order, Bid Analysis, Contracts, etc.
Responsible for forwarding advance to sub-offices & receiving petty cash reports & maintain all finance records of sub offices.
Monitor all financial reports (monthly double-entry reports, etc.) coming from the sub-offices.
Select and enter data from a wide variety of documents, verifying correctness and accuracy by checking sources and make necessary calculations and adjustment if needed.
Ensure timely preparation and execution of SRBiH program vouchers (payment, receipt and non-cash) and other financial documentation/transactions such as they are proceed in a correct and efficient manner.
Sign off on payment requests prior to payment is processed, verifying that the supporting documentation attached is sufficient and following up on the documents/processes in case the requirements are not followed.
Verify invoices and ascertain that the goods (equipment, supplies) or services they refer to were duly received or provided before proceeding with payment request.
Make sure that all vouchers in the field have the required supportive documents (Purchase requests, etc).
In coordination with the Admin/HR Assistant, ensure that the Daily Subsistence Allowance computation for official travel is correct and accurate before releasing the funds. Travel Expense Claims submitted by staff members should always to be recalculated.
Maintaining an efficient filing system for vouchers/financial documentation.
Ensure that all documents related to the invoices are always ready for review by the donors/audit and answer all questions regarding these payments.
Responsible for handling the petty cash (if required), including its replenishment.
Distribute mobile phone bills to staff and ensure prompt payment of all individual and personal calls. Conduct random check of the phone bills to ensure that all calls identified as official/work-related are justifiable.
Perform any other duties as may be assigned
Ensure that the proper SRBiH program procurement guidelines, procedures and standards for follow up, canvassing, bidding, ordering, and stock keeping are strictly adhered to.
Liaise with the project staff, engineers and Quality Assurance Controllers to ensure that quality and timely services from the service/construction provider are granted as per the agreement.
Conduct regular local market survey and keep the supervisor informed.
Maintains good relation with the contractors and the beneficiaries.
Perform other duties as may be assigned.

Required Qualifications and Experience

Completed university degree from an accredited academic institution in Accounting or Business Administration or relevant High School education
Minimum three years of relevant professional experience (or five years of experience for candidates holding a High School education) in budget monitoring.
Holds a valid driving license;
Willingness and ability to conduct travel across the country.
